Background

Pact, Inc. is implementing “Women included: nurturing growth and security” project (WINGS) with financial support from the Government of Canada.

The project’s goal is enhanced economic prosperity for women and the most vulnerable and marginalized living in Ukraine. The goal will be achieved through:

• Improved economic security of rural women and the most vulnerable or marginalized, especially those affected by the conflict.
• Strengthened employment and entrepreneurship opportunities for women and the most vulnerable and marginalized.

Pact implements WINGS project in 4 regions, 20 communities (Kyiv, Kharkiv, Poltava and Lviv regions).

To foster buy-in from the local councils and strengthen the sustainability of the project interventions, WINGS aims to leverage the Ministry of Finance of Ukraine resolution adopted in January 2019 requiring gender-sensitive budgeting for amalgamated communities and strengthening local councils’ capacity to integrate gender mainstreaming and gender-responsive budgeting into their five-to-seven-year strategies.

Pact seeks a consultant to conduct technical assistance needs assessment, develop and deliver four 1-day trainings in respective regional capitals for representatives of the local councils from target communities.

Main purpose of consultancy/technical support

• Conduct technical assistance needs assessment of local councils in target communities.
• Develop training package for 1-day training for representatives of the local councils from target communities. The package includes training agenda, facilitation guide, training materials and presentations.
• Deliver four 1-day trainings for representatives of the local councils from target communities.

Deliverables

1. Report on technical assistance needs of local councils in target
2. Developed training package.

• Delivered four 1-day trainings in 4 regions.

Timeline:

PERIOD OF PERFORMANCE: August 15 – October 30, 2021

TECHNICAL MONITOR: Project Manager

REQUIREMENTS FOR THE CONSULTANT:

1. Relevant experience in collaboration with communities’ local councils.
2. Relevant experience in developing and delivering trainings for public agencies in Ukraine.
3. Knowledge of gender issues and the needs of vulnerable women in Ukraine.
4. Experience in conducting trainings with the focus on adult learning techniques.
5. Strong communication, presentation, and facilitation skills.
