Dear Applicants,

The USAID Competitive Economy Program (CEP), implemented by Chemonics International, is seeking grant applications from Ukrainian non-governmental organizations (NGOs), professional associations, private enterprises, and/or private entrepreneurs, to support Development of a Creative Industries Strategy and Roadmap (Strategy) for five years, 2022-2027. The Strategy will be a foundational public policy strategic document for the Creative Industries in Ukraine. It should be feasible, precise, results-oriented, sector-based (focusing on five priority sectors), and it should be built upon the resources and mandates of the Ministry of Culture and Information Policy (MCIP) and other relevant government stakeholders.

The objective of the Strategy is to unleash the economic potential of creative industries in Ukraine. The Strategy is comprised of two main parts: economic; and policy. The economic component provides an in-depth economic analysis of the priority creative sectors. It will be used as an evidence-based tool for identifying policy issues and designing policy options in the main policy part of the Strategy, which includes a roadmap, action plan, and monitoring framework for the Strategy.

For the purpose of this RFA, “Creative Industries” refers to five specific creative sectors: fashion; design; arts and crafts; book publishing; and entertainment (concert) and music industry. A successful Creative Industries Strategy requires qualitative and quantitative research. It needs to be partnership-driven to open up a sense of shared ownership, and to mobilize a wide set of stakeholders within government, civil society, and the private sector.

USAID CEP anticipates awarding a single grant with the total amount of up to UAH 2,619,000 (or up to the equivalent of USD 100,000). The final grant award amount will be dependent upon grant activities and final negotiation, and it may be lower than the listed range. The duration of the grant award under this solicitation is expected to be up to twelve (12) months, with the first draft ready within six (6) months. The estimated start date of grants awarded under this solicitation is approximately January 27, 2022, but it may be earlier or later depending on the proposals received.

All applications should be submitted via Submittable platform – please fill in the online submission form and follow the instructions for completion and uploading of required documents. Applicants may submit no more than one application per entity under this RFA.

Grantee contribution of at least 15% of total budget of activity is required under this RFA. Grantee contribution may come from the Applicant, from beneficiaries of the grant, from other third-parties, and/or from collective contributions of the aforementioned stakeholders. Funding from other USAID-funded projects will not be included as grantee contribution. Applications with grantee contribution of more than 15% of total budget of activity will be prioritized by CEP. Applications with grantee contribution of less than 15% of total budget activity are not eligible for grant award under this RFA. In case of grant award, grantee must submit documentation showing its contribution to the total budget of activity.

The application process will consist of a single stage. Applicants shall submit an Application (Annex A) and Detailed Grant Budget (Annex B), using the templates provided. Application materials will be reviewed by a selection committee following due date for applications under this RFA.

The grant(s) will be awarded and implemented in accordance with USAID and U.S. Government regulations governing grants under contracts and CEP’s internal grant management policies.

CEP and Chemonics employees may not ask for, and applicants are prohibited from offering, any money, fee, commission, credit, gift, gratuity, the thing of value, or compensation to obtain or reward improper favorable treatment regarding this solicitation.
