About APOPO:

APOPO is an award-winning Belgian NGO established in 1997 and currently operating in 11 countries. APOPO’s mission is to protect the people and the planet using scent-detection animals. The organisation trains and deploys rats and dogs in humanitarian missions such as the detection of explosives, diseases, illegal trafficking and search & rescue. APOPO currently has over 300 operational animals, most of which are working in Mine Action, which makes it the largest animal detection operator in the sector. 

About APOPO in Ukraine:

Since the Russian invasion of 24th February, Ukraine has been severely affected by landmines, cluster munitions and other explosive remnants of war. The scale of the conflict and the use of high impact and indiscriminate weapons requires an urgent and extensive response. APOPO aims to accelerate the reduction of suspected hazardous areas in Ukraine using its Technical Survey Dog Teams. APOPO  registered in Ukraine in 2023. APOPO’s dog training centre is established in Krasylivka, and the operations will be conducted in partnership with Mines Advisory Group, in areas prioritized by the government. The main offices of APOPO Ukraine are in Kyiv.

 ABOUT THE ROLE:

Logistics Officer – Construction Project is responsible for coordinating all logistical operations and support activities within all aspects of the construction and development of the expansion of existing dog training facilities along with the two new dog training areas in the project.
Responsibilities will include supporting the set up of the facilities and Construction Consultant’s activities in logistics and procurement to ensure the successful delivery of project objectives and any additional project work as required.

Please note: This position will require regular travel within Ukraine.

DUTIES AND RESPONSIBILITIES

• Develop and implement comprehensive logistics plans, including procurement, transportation and distribution strategies, to ensure timely and efficient delivery of goods and services.
• In coordination with the Construction Consultant design mobile buildings and or rehabilitations as per international standards, and needs.
• Source construction companies to complete the work as per APOPO’s procurement and logistics guidelines.
• Monitor inventory levels, track stock movements, and conduct regular stock audits to maintain optimal stock levels and minimise shortages or excesses.
• Identify, select, and manage suppliers and service providers, negotiate contracts, and ensure compliance with agreed-upon terms and conditions.
• Ensure that procured stocks are collected/received, registered and dispatched efficiently, including organising transportation where required.
• Customs and Regulatory Compliance, overseeing day to day local customs and freight clearance of imports and handover of goods, obtaining permissions where necessary. 
• Maintain an accurate inventory of all organisational assets, including equipment, machinery and facilities and develop asset management strategies to maximise their utilisation and lifespan.
• Develop and manage the logistics budget, monitor expenditures, and identify cost-saving opportunities while maintaining quality standards.
• Collaborate with departments, partners and stakeholders to ensure effective communication, coordination, and alignment of logistics activities and support services.
• Identify potential risks and develop contingency plans to mitigate operational disruptions, such as supply chain interruptions or transportation delays.
• In consultation with the support-services team, maintain oversight of all logistical and procurement requirements in line with APOPO policies. This may include the preparation and evaluation of any tenders or procurement acts in support of construction related activities.
• Development of accurate plans, specifications, Bill of Quantities, and contracts when required, based on APOPO standards for varying levels of construction and rehabilitation.
• Provide regular and timely reports on progress against planned activities and as per reporting lines.
• Ensure compliance with relevant laws, regulations, and organisational policies, and maintain accurate records and documentation related to logistics operations.

 ABOUT YOU:

• A minimum of 3 years of experience in logistics, supply chain management, or a related field, with a demonstrated track record of managing logistics operations.
• Proficiency in logistics management software and tools, strong data analysis skills, and a good understanding of procurement, inventory management, and transportation principles.
• Strong organisational and analytical skills, meticulous attention to detail and the ability to manage multiple tasks and priorities simultaneously.
• Ability to communicate effectively in person and remotely, both internally and externally.
• Strong English language skills.
• Excellent organisational skills with the ability to coordinate activities in a fast-paced environment.
• Proven ability to identify and resolve logistical challenges, adapt to changing circumstances and make sound decisions under pressure.
• Effective influencing and negotiating skills.
• Ability to meet deadlines and work calmly under pressure.
• Ability to think on feet and show shrewd judgement promptly and positively in difficult situations.
• Self-motivated, flexible and enthusiastic approach to work.
• Ability and willingness to travel regularly.
• Current valid driving licence and ability/willingness to drive.
• Bachelor’s degree in logistics, supply chain management, or a related field is preferred. Relevant certifications or professional training in logistics and supply chain management are advantageous
