The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.   

The Deputy Team Leader for projects will be a part of the Senior Management Team. You will oversee all PFRU programming to ensure that all projects are designed, delivered, adapted, and completed based on evidence, meet the agreed objectives, and are delivered to the highest technical standard. Additionally, they should align with programme commitments to gender equality and social inclusion (GESI), environment, and conflict sensitivity.

Responsibilities:  

Leadership and management  

  • Leads on high-level programme planning alongside other PFRU senior management, programme leadership, Government of Ukraine, partners and financing partners.
  • Manages the three component leads (Early Recovery, Civil Resistance, and Revitalise) who oversee the delivery of Fund award projects. Provides technical leadership to other technical staff and consultants, including overseeing regular project-level implementation meetings.
  • Ensure that each Fund project has a designated project director.
  • Ensures project design and delivery are adequately resourced to deliver projects according to VfM principles and required quality, time, and resource standards.
  • Ensure that opportunities for collaboration between the three components are identified and realised.
  • Identifies capacity needs and delivers or arranges training and other capacity building as required for the technical project team.
  • Manages and supports team cohesion and wellbeing, which includes planning relevant workshops and events.
  • Provides regular updates on programmatic progress to team members and helps address any issues and challenges.
  • Helps identify staffing needs, develop scopes of work, and help identify and select potential recruits.
  • Covers for the Team Leader role as necessary.

Project design, delivery and adaptation, RMEL, and GESI

  • Ensure the portfolio of Fund projects is designed and adapted based on evidence and learning and fits within the wider PRFU programme design and theory of change.
  • Ensure each fund project has a designated project director (who may also assume some of these roles themselves).
  • Work with the Team Leader, RMEL staff, project directors and other stakeholders to drive identification and design of new Fund projects and ensure programme design and adaptation are evidence-driven to maximise the effectiveness of political stabilisation results based on evidence.
  • Ensure that all Fund projects are designed and implemented by Fund Manual processes, FCDO programming standards, GESI, conflict sensitivity, and environmental impact commitments.
  • Ensure that research is conducted to address programme needs, that evidence-based lessons are identified and learned from research and project delivery, and that RMEL feeds into programme and project adaptation cycles.
  • Ensure projects are adapted based on evidence, learning and the changing context, as well as conflict sensitivity and gender, equality, and social inclusion considerations.
  • Ensure that project implementation proceeds according to agreed-upon work plans, which should also be adapted based on evidence and flexible to the dynamic context and the principles of Thinking and Working Politically.
  • Manages the RMEL Director and Stabilisation and Adaptation Director and oversees all the work across research, monitoring, evaluation and learning. Ensures that RMEL and context are strategic drivers for programme design and adaptation.

Client and stakeholder engagement  

  • Work closely with the Team Leader to prepare for and present at meetings with the Government of Ukraine and finance partners – monthly Technical Committees, and quarterly Strategy Committees. Typical issues to present may include the latest research and evidence, key programme updates, lessons learned, and Fund projects for approval for future Fund awards.
  • Sets agendas and helps run weekly staff and FCDO meetings—subsequently, reviews and edits meeting minutes.
  • Coordinates mapping of other donor and GoU programmes to ensure synergy and effective coordination. Makes recommendations for coordination and potential partner meetings and conducts high-level stakeholder coordination and engagement.
  • Works with the component lead to identify the Technical KPIs for each quarter based on quarterly work plans and programme priorities, which are then reviewed and finalised with programme leadership and FCDO.

Reporting and drafting  

  • Leads on drafting, editing, and technical reviews of quarterly reports and other key deliverables and presentations, gathering input from team members where necessary.
  • Leads on all technical submissions to the Technical, Strategy and Political Committees, including updating templates and providing quality assurance for project reporting, project design (concept notes and project documents) and completion reports.
  • Writes and provides editing, formatting, and quality assurance for all concept notes, project documents, project reporting, and close-out reports to the highest standard. Ensures a precise drafting and review process that brings technical inputs on GESI, MEL and the environment.

Risk management

Works with component leads to identify key project and programme-level risks and to capture these in risk matrices.

Deliverables

  • Technical reviews of quarterly reports and other key deliverables and presentations.
  • Technical submissions to the Technical and Strategy & Political Committees
  • Edits concept notes and project reports.
  • Weekly staff meeting agendas

Required Skills and Qualifications 

To provide the services successfully, an individual must satisfactorily meet each of the requirements. The qualifications listed below represent the knowledge, skills, and abilities needed to provide the principal services.

  • At least eight years of experience in managing and implementing stabilisation programmes in fragile and conflict-affected states (FCAS), including familiarity with the challenges of programmatic delivery in that context.
  • Track record of designing and adapting programmes based on evidence. Experience in managing an adaptive portfolio of projects is highly desired.
  • At least five years of supervisory work experience involving direct staff leadership, oversight and evaluation of performance and deliverables, and staff professional development.
  • Excellent communication and writing skills, particularly in English, are essential. Ukrainian language skills are also beneficial.
  • Team player and motivator who thrives on empowering and enabling other staff, particularly from the host country. Ability to work with and manage culturally and geographically diverse staff.
  • Strong managerial, problem solving and strategic planning skills.
  • Experience working with different levels of stakeholders; local actors, local and international NGOs, preferably in Ukraine.
  • Experience working on prior FCDO (CSSF) programmes is strongly preferred.

Location of Assignment: This assignment’s principal location is Kyiv, Ukraine, but it may involve travel to other parts of Ukraine.

Duration of Appointment: 5 months, with an opportunity to be extended
