Background and Justification

*Purpose of the Position

In the context of the WHO Health Emergencies incident management system, the incumbent will have the overall responsibility for supporting the Supply Chain unit managed by OSL, ensuring an end-to-end follow-up, and guaranteeing an effective and efficient supply database management at the incident site level.

Job Description

*Objectives of the program and the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.    
    
*Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment)

Reporting to the Supply Chain Manager, under the overall guidance of the OSL Team leader and Incident manager, and within the delegated authorities, the incumbent is a team member within the OSL team and will be responsible to support a properly managed and operational Supply Chain for the WHO emergency response at the incident site level. 

Scope of responsibilities  

Support and guarantee the effective and efficient project supply chain management and the implementation of all the defined standards in accordance with the WHO policy and standard.

*Summary of Assigned Duties (Describe what the incumbent must do to achieve main objectives; include main achievements expected)

  1. Design and implement methods to gather and manage supply chain data, which encompass, Stock report, distribution report, order monitoring and associated order pipeline.
  2. Responsibilities include performing complex data analysis, controlling country stock data with a variety of other data sources to identify current and future risks.
  3. Support OSL TL and SCM on effective decision making on proving analytics about current WHO EVD supply chain.
  4. Proactively work internally and externally to maximize data utilization and present solutions to in-country commodity issues, mainly with Commission team leader to support then on supply planning exercise, rationalization of demand (Standardization of items and forecast) and supply chain related matters.
  5. Ensure a regular flow of supply chain information among the 3 level of the organization for the OSL network, by providing updated and accurate information, on kit composition, standard list of items, supply chain planning for the upcoming months.
  6. Ensure a regular consolidation and control of the different tools implemented in EVD response, to ensure proper tracking of commodities from port of entry to end-user, by crossing the information the various monitoring tools in place, checking that the information needed is reported, and chasing inconsistencies.
  7. Use data visualization tools to communicate and help improve the in-country distribution of high priority commodities and communicate findings to management team.
  8. Seek to improve all aspects of the supply chain department by reviewing current methodology and processes.

Education Qualifications

Essential: First university degree in information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited/recognized institute    

Experience

Essential: At least two years of progressive experience in the area of data management and logistics
Desirable: Relevant experience in the UN system or emergency health NGO

Use of Language Skills

Essential: Excellent knowledge of English.

Desirable: Knowledge in Russian would be an added advantage.

Other Considerations (e.g. Physical Workplace Condition, if other than normal office environment; IT Skills; etc.)

- Ability to operate PC and good knowledge of Microsoft applications
– Expert knowledge on Microsoft Excel,
– Knowledge of GSM/oracle applications

REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
