ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks Strategic Information and Epidemiology Specialist in Ukraine, Kyiv.
The Strategic Information (SI) and Epidemiology Specialist will be responsible for monitoring, evaluation, and technical assistance in support of program activities in healthcare facilities, focusing on measurement and analysis of infection prevention and control, antimicrobial resistance, and laboratory diagnostics data. The role involves data collection, quality assurance and analysis, preparation of reports and methodological materials, provision of expert guidance to partner facilities, capacity-building through trainings and workshops, and dissemination of the program key performance indicators and reports to stakeholders, including donors and government entities.
ICAP seeks highly qualified candidates to fill the Strategic Information (SI) and Epidemiology Specialist position by January 31, 2026. The successful candidate will hold an University degree in epidemiology or public health or biostatistics. Advanced degree in Public Health, with a specialization in epidemiology, infectious disease detection and surveillance, and/or participation in Intermediate or Advanced Field Epidemiology Training Program is an asset.
Duties and Responsibilities
Monitoring and Evaluation of Program Activities
Organize systematic data collection from project-covered facilities on a monthly and quarterly basis, ensuring timely aggregation and verification for completeness, accuracy, and compliance.
- Conduct statistical and epidemiological analyses of key performance indicators related to infection prevention and control, healthcare-associated infections, antimicrobial resistance, and laboratory diagnosis in line with donor requirements and timeline.
- Based on the analysis, prepare consolidated tables, graphs, visualizations, and presentations for internal review, feedback to facilities, and donor reporting.
- Participate in the development, planning, and delivery of training courses, mentoring sessions and other capacity-building activities, including preparation of relevant methodological materials.
Planning and Reporting
- Prepare monthly, quarterly, and annual reports on program implementation progress (M&E metrics).
- In cooperation with the team, identify gaps and risks in work plan implementation and provide recommendations to improve the quality and efficiency of activities. Contribute to the development of annual and quarterly work plans.
Technical Support and Expert Guidance
- Support the implementation of Standard Operating Procedures (SOPs) for colonization screening, infection prevention and control, including hand hygiene, isolation, cleaning and disinfection, and laboratory algorithms.
- Assist in analyzing and interpreting results related to the identification of gram-negative multidrug-resistant organisms (MDROs), including epidemiology, transmission dynamics, and risk factors.
- Support healthcare facilities in implementing interventions to reduce antimicrobial resistance and healthcare-associated infections, including responses to MDRO detection.
Development and Dissemination of Methodological Materials
- Prepare and adapt SOPs, guidelines, job aids, training manuals, and presentations.
- Ensure effective dissemination of developed materials among partner facilities and conduct orientation sessions on their use.
Representation and Communication
- Act as a technical representative on SI and surveillance-related matters within the project, ensuring effective communication with donors, partners and facility representatives.
- Ensure the technical quality of all project documentation, including key indicators, reports, and policies.
- Promote the dissemination of relevant information among all stakeholders, including participating facilities and government units.
Monitoring Visits
- Conduct regular visits to participating facilities to assess program implementation, provide feedback, mentorship, and guidance.
- Hold meetings with facility management, infection prevention and control committees and other relevant parties.
Other Duties
- Perform additional tasks as assigned by project management or within the scope of professional responsibilities
EDUCATION and QUALIFICATION
- University degree in epidemiology or public health or biostatistics. Advanced degree in Public Health, with a specialization in epidemiology, infectious disease detection and surveillance, and/or participation in Intermediate or Advanced Field Epidemiology Training Program is an asset.
- At least 3 years of practical experience with infectious disease surveillance and data analysis.
- Proficient in MS excel
- Proficient in PowerBI, DHIS2, R or other visualization and analytic software
- Ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; to conduct effective presentations.
- Ability to manage several major activities simultaneously.
- Strong team player with proven ability to work with staff at all levels.
- Advanced knowledge and skills in data management and statistical analysis.
- Proven data visualization and presentation skills.
- Proven computer proficiency allowing the person to use and create a variety of templates, complex tables, merges; manage table data, sort and filter merges, and perform basic work with existing Macros.
- Proven ability to write technical reports and program documents and deliver presentations.
- Fluent in Ukrainian and working knowledge of English is essential.
TRAVEL REQUIREMENTS
- Ability to travel for 3-5 days every month to sites across Ukraine (western part, Dnipro).
