“U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. The reform aims at promoting a viable and empowered local self-government (LSG) and thus bringing a positive change to people’s lives. Its success was acknowledged by the European Commission which recognised decentralisation in its Opinion on Ukraine’s application for European Union (EU) membership as “one of the most impactful and successful reforms implemented in the country”.
Building new and strong Ukraine with the atmosphere of integrity and transparency is among the priorities of Ukrainian Government. Martial law and humanitarian aid distribution in Ukraine exposed a line of challenges to be addressed to minimise corruption risks. It needs to be assured that arriving aid is managed in a proper and adequate manner, as well as to secure transparency of the procedures and their compliance with the law.
Investments planned by EU and further development of Ukraine after the war will require transparent mechanisms of their distribution both on national and local levels. The massive financial support envisaged for reconstruction intends to support the country to build itself back better and to introduce reforms in ‘rule of law, anti-corruption and anti-fraud, as well as good governance’ that further constitute essential conditions of EU membership. The need for integrity and transparency is evident, especially within the context of public procurement and financial management, in the interest of attracting investment for reconstruction.
Responsibilities:
- Providing capacity development and consultative support to hromadas of the respective oblast aimed at assisting them to efficiently perform tasks and carry out new responsibilities acquired in the course of reforms’ implementation and resulting from the new war realities.
- Contributing to policy analysis.
- Ensuring good communication and information flow with all stakeholders (political and implementation partners and within the GIZ team) and supporting them.
- Contributing to the planning, monitoring and evaluation processes at U-LEAD Regional Office.
Tasks:
The position holder
- Delivers consultations, trainings and other capacity development and experience exchange measures for hromadas on legal and management issues, which include but are not limited to management of communal resources, communal property management, HR management, management of recovery and reconstruction processes.
- Participates in the internal Task Forces, contributes with inputs, materials, presentations on decentralization and recovery
- Contributes to the preparation and delivery of online courses on decentralization and recovery topics.
- Coordinates the organization of trainings and professional advice to hromadas with short-term contracted experts according to GIZ values, standards and rules. Contributes to the quality assurance of the experts’ work.
- Contributes to U-DATA monitoring systems with the data on provided consultations, provides to Administrative Officer responsible for the data entry into U-DATA data for all events (e.g. trainings, seminars, conferences) within his/her responsibility as well as further necessary data (e.g. trainers, good practices, support to municipalities, etc.) according to U-DATA guidelines.
- Follows personal data protection rules during handling of participant lists and entry of personal data into U-DATA.
- Collects and analyses hromadas’ feedback on challenges they face as well as their needs in amending policy and legislation in the field of the Policy Adviser’s expertise.
- Provides consultations and advice on cross-cutting topics such as integrity and anti-corruption, while applying a gender-sensitive approach.
- Participates and contributes to public discussions and policy dialogue events aimed at supporting reforms’ implementation, contributes to U-LEAD communication and visibility activities.
- Participates and contributes to the strategic and operational planning, monitoring and reporting of U-LEAD Regional Office in the respective oblast.
- Contributes to the overall knowledge and data management of U-LEAD Regional Office in the respective oblast.
- Collects good practices and success stories, checks their progression over time, and shares the information in the respective field for public awareness raising and communication purposes.
- Provides technical support to international and local experts during their field visits. Communicates regularly with local stakeholders.
- Communicates and cooperates effectively with the colleagues in the Regional Office, the U-LEAD team and other GIZ projects in Ukraine.
- Ensures discreet behaviour vis-a-vis third parties in all internal matters.
- Communicates and reports regularly to the Head of Regional Office.
- Supports the implementation of other project activities and other assigned tasks.
- Participates in trainings related to the needs of the assigned function and the associated obligations.
- Provides short reports and pictures from the attended events on time upon request.
Required qualifications, competences and experience:
Qualifications
- Bachelor’s Degree in the field of Law, Public Administration, Management or other relevant fields.
Professional experience
- At least 2 years’ work experience in law or/and municipal management in public service, in local self-government bodies or in an NGO.
- Proven track record of active involvement in the implementation of the decentralisation reform for the period of minimum 2 years.
Other knowledge, additional competences
- Good knowledge of municipal management topics.
- Sound knowledge of legal aspects of local self-government.
- Deep understanding of the specific set-up, its actors and political environment of the respective oblast.
- Strong organisational and planning skills.
- Team player with excellent communication skills, including public outreach and media relations.
- Strategic thinking and problem-solving abilities.
- High degree of self-organisation.
- Very good Ukrainian language skills. English is an asset.
- Good computer skills (MS Office Suite, Excel, Powerpoint etc.).
- Availability for frequent travel within the assigned oblast.

Employment conditions
Full-time position with 40-hours working week. Position in Kyiv RO of U-LEAD with Europe with mobile work. Duty station is Kyiv or any other oblast capital city at GCA of Ukraine. Start date – as soon as possible. Contract duration is until 30 June 2024.
