Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Programme “Special Assistance Programme” to fill the position:
Monitoring and Evaluation Specialist (full-time, Kyiv)

Context
Since the start of Russia’s war of aggression against Ukraine in February 2022, the communities in the north, east and south of Ukraine have been particularly affected – some have suffered severe damage, while others were temporarily occupied. More than 14 million people have been forced to flee their homes. Around seven million internally displaced people have settled in safe areas of Ukraine. The host communities’ capacities urgently have to be improved so that they can meet people’s needs.
Activities under the Special Assistance Programme Ukraine have been adapted accordingly to assist partners with crisis management, promoting mental health, and delivering psychosocial support.
Objective
Governmental and non-governmental institutions in selected communities in Ukraine are delivering needs-based services to meet people’s essential needs and protect the population.
Approach
The programme is focused on empowering local social, health care and administrative institutions to improve access to and the quality of services in line with the public’s needs. To this end, it organises training for medical, social and administrative personnel on a wide range of topics.
To promote closer links and mutual support between civil society stakeholders, the programme provides essential technical equipment for public spaces in the partner communities. These spaces facilitate self-organisation among internally displaced people in particular.
The programme offers emergency assistance to partner communities, including equipment to allow them to help internally displaced people, such as generators, heaters and other goods. Modular solutions enable the communities to develop their social and health care capacities and provide temporary housing for internally displaced people.
Areas of responsibilities:
- managing an area of responsibility that forms part of the objectives of the project, team agreements and/or agreements with the superior;
- providing professional advisory services in M&E on project level;
- innovation and knowledge management especially regarding digital solutions;
- establishing professional communication with relevant partners and stakeholders;
- developing necessary tools for monitoring and evaluation to measure impacts and outputs from activities of the project;
- ensuring quality and consistency of information and data provided by project coordinators for M&E;
- formulating M&E action plan and ensuring implementation and follow up in close coordination with project coordinators;
- informing and providing advisory services proactively and when requested;
- to be responsible for controlling expenses for activities related to M&E in accordance with the prevailing provisions;
- assisting and providing information and data for PR and communication related issues as well as progress and information reports;
- establishing and ensuring communication with a broad range of partners and stakeholders;
- fostering digital collaboration and innovation within the project;
- assisting in supporting implementation of project activities when needed.
Required qualifications, experience and competences:
- masters/MSc or similar higher education degree in an area that is related to the project objectives, with a focus on a relevant field;
- at least 5 years’ professional experience in a comparable position;
- good working knowledge of ITC technologies (related software, phone, fax, email, the
- internet) and computer applications (e.g. MS Office, virtual collaboration tool like MS Teams);
- very good knowledge of English and Ukrainian, ideally a knowledge of German;
- good management and organizational skills;
- experience in project management;
- customer and service-oriented attitude;
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 1 year. Prolongation is possible. Starting as soon as possible.
