Вакансія: консультант з гендерного аналізу проекту “Притулок, підготовка до зимового періоду, WASH, продовольча безпека, захист, PSS та охорона здоров’я для найбільш уразливих людей похилого віку, які постраждали від війни в Україні”

  1. BACKGROUND

Caritas Austria is an international NGO implementing activities in the fields of emergency relief and rehabilitation as well as development cooperation, in countries struck by conflicts or natural disasters. Caritas Ukraine is one of Caritas Austria national partners and the biggest national NGOs in Ukraine with head offices in Lviv and Kyiv, and more than 40 branch offices in 20 regions of Ukraine. It has been providing material, social, psychological and legal assistance for vulnerable people, including children, youth and families in crisis, IDPs, elderly people, and people with disabilities for more than 25 years.

Caritas Ukraine in collaboration with six local partner organizations is currently implementing the 1-year long project “Shelter, winterization, WASH, food security, protection, PSS and health for most vulnerable conflict affected older persons in Ukraine”, funded by Neighbour in Need, the Austrian Development Cooperation and Caritas Austria. The project aims to cover the most urgent humanitarian needs (shelter, WASH, food security, PSS, health) of older IDPs (aged 60+) and older most vulnerable persons from 6 host communities. The project provides the renovation and upgrade of 6 shelters offering safe, winter proofed and dignified temporary shelter.

The project is also offering mobile social homecare (including hot meals, homecare devices, hygiene items and Psycho-social support) and emergency medical service, homecare equipment and devices for the lonely and often chronically sick older IDPs in the shelter, and distributes hygiene items and heating devices to older most vulnerable persons of the host communities.

  1. OBJECTIVES AND SCOPE

The objectives of the analysis are:

The purpose of the analysis is to inform future project implementation, to ensure that the planned interventions are gender and age responsive and improve the empowerment of older women and men (60+), and to identify appropriate steering measures where necessary.

In particular, the gender analysis should consider:

  • How current policies, laws and regulations in relevant sectors (health with particular scope for home care services) impact differently on older men and women (i.e tax regulations of humanitarian aid for older vulnerable persons/non-IDPs affected by the war);
  • Access to health care structures and social service delivery for older men and women in the target project areas and how these structures reflect the gender balance;
  • Socio-economic context of the target group of the project (vulnerable older women and men affected by the war / IDPs 60plus / older persons in need of homecare and/or palliative care, ..).
  • Description of vulnerabilities/challenges and activities of older men and women in the target project areas, including potential changes due to the escalated conflict (e.g. experience of violence, changing roles due to conflict, access to information, negative coping mechanisms, etc.);
  • Gender inequalities in access to resources and services, control over different resources and benefits, what factors influence access to and control over resources, potential changes due to the escalated conflict;
  • What capacities of different gender and age groups are available to respond to the crisis? Do we see positive coping mechanisms?
  • How the project can ensure equal participation and benefits for older men and women, what measures can be taken to address gaps or inequalities.
  • Clear recommendations/ action plan how gender and age can be mainstreamed (minimum standards in sector programming) in the day-by-day project reality

SCALE

6 regions in western and southern parts of Ukraine:

  • Boryslav (town)– Drohobytsky district, Lviv region + Drohobych
  • Zavodske (village / urban type) – Chortkiv district, Ternopil region+ Chortkiv
  • Vojnyliv (village / urban type) – Kalush district, Ivano-Frankivsk region + Ivano-Frankivsk
  • Kolomyia (town) – Kolomyia district, Ivano-Frankivsk region
  • Rakulove (village) – Podilsk district, Odesa region + Odesa
  • Petrykiv (village) – Ternopil district, Ternopil region + Ternopil

METHODOLOY

The methodology is to be developed and specified by the consultant. A mixed methodology of qualitative and quantitative methods, relying on secondary (e.g. literature review) as well as primary data (e.g. stakeholder consultations, surveys, Key Informant Interviews, Focus Group Discussions) is recommended.

For the purpose of objectivity, direct access to the communities in target project areas by the consultant should be prioritized. In case of limited mobility or difficulties in access by the consultant, however, Caritas Ukraine could support with organizational issues, depending on agreement with the consultant.

DELIVERABLES

  • Inception report detailing proposed approach, methodology and overview of secondary data review
  • Development of data collection tools
  • Complete data set covering target project areas
  • Final report detailing analyzed findings, including a summary and recommendations (max. 30 pages)

TIMEFRAME

The gender analysis is expected to be started asap in February, with an expected number of 15-20 working days.

Week 1-2: ToR discussion and finalization, planning, outline of research methodology and work plan, development of draft tools, desk review and analysis of secondary data, submission of inception report and feedback from Caritas Austria

Week 2-4: Field data collection and analysis

Week 5: Finalization and submission of report in English, presentation of key findings and recommendations to Caritas Austria and Caritas Ukraine incl. the local Caritas organizations

REQUIRED QUALIFICATION, SKILLS AND EXPERIENCE

  • An advanced degree in social sciences, gender, or another relevant field;
  • Demonstrated professional experience and expertise in gender analysis and gender mainstreaming in humanitarian and development programs;
  • Demonstrated experience in research and analytical work in gender equality and women’s empowerment issues in Ukraine;
  • Demonstrated experience in conducting qualitative research and analysis, including data collection, in emergency contexts and using participatory approaches;
  • Willingness and ability to travel to the locations of implementation;
  • Excellent communication, report writing and analytical skills;
  • Fluent in Ukrainian and English, both oral and written.

Note: Applying examples of the best previous studies and reports on the topics on gender analysis would be very appreciable. The offer will be evaluated against price and quality (qualification of expert, quality of offer, relevant regional expertise among others).
