Activity Background

The purpose of the US Agency for International Development (USAID) Cybersecurity for Critical Infrastructure in Ukraine Activity is to strengthen the resilience of Ukraine’s critical infrastructure from cyberattacks by establishing trusted collaboration between key cybersecurity stakeholders in the government, private sector, academia, and civil society. The activity aims to achieve this goal by implementing the following activity components: 

Component 1: Strengthen the cybersecurity enabling environment 

The legal, regulatory, and institutional framework for national cybersecurity in Ukraine needs to be strengthened and aligned with international standards and best practices. This component will strengthen the cybersecurity resilience of Ukraine’s critical infrastructure sectors by addressing legislative gaps, promoting good governance, enabling collaboration between stakeholders, and supporting cybersecurity institutions. This component will also build the technical capacity of key sectors through increased access to cybersecurity technology and equipment.  

Component 2: Develop Ukraine’s cybersecurity workforce 

Ukraine suffers from a severe shortage of cybersecurity professionals. This component of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity will address workforce gaps through activities that develop new cybersecurity talent and build the capacity of existing talent. These activities will address the entire workforce pipeline, the quality of education received by cybersecurity specialists, and industry training programs to rapidly upskill Ukraine’s workforce to respond to immediate cybersecurity vulnerabilities. 

Component 3: Build a resilient cybersecurity industry 

A growing cybersecurity industry in Ukraine will contribute directly to national security and prosperity. This component will seek to build trust and collaboration between the public and private sector to develop innovative solutions for future cybersecurity challenges; spur investment and growth in the broader cybersecurity market in Ukraine through greater access to financing; support smaller cybersecurity companies to rapidly increase the number of local cybersecurity service providers; and offer mechanisms for Ukrainian firms to connect with industry partners to enable better access to innovations and business opportunities.  

Together the above components will improve short-term cybersecurity resilience in Ukraine and establish a solid foundation for long-term cybersecurity independence and leadership. Lessons and best practices from key critical infrastructure sectors will extend to all parts of the public sector, as well as to the private sector and civil society. 

With the Component 3 objectives to support investment, growth and innovations in the cybersecurity market and to help strengthen support for Government of Ukraine’s critical infrastructure, the Investment Development Manager has responsibility for helping the Activity reach a key part of its strategic objectives.  

1. Role’s Purpose: 

 Under the supervision of the Component 3 Market and Industry Development Lead, the Investment Development Manager will be responsible for managing and overseeing several lines of activity: overseeing various ways to conduct ongoing research into potential GOU CI projects that need investment, to explore options for Public Private Partnerships (PPPs) and to increase Access to Finance for Ukrainian cybersecurity companies (including through grants and investment matchmaking). The Investment Development Manager will be responsible for ensuring that the objectives of each activity are met and for the overall success of the Investment Strategy in generating investments and funding for Ukraine’s developing cybersecurity market and GOUCI projects.    

2. TASKS/RESPONSIBILITIES: 

 The Cybersecurity Investment Manager has the responsibility and accountability to develop and maintain investor and donor mapping based on up-to-date analysis of existing local and international investors for tech/cyber sector in Ukraine and abroad, and facilitate the engagement with identified prospective investors/ donors for cybersecurity market players and GOU CI projects.  

The Cybersecurity Investment Manager will work on the following tasks:  

  • Conduct a comprehensive and current mapping of potential investors in Ukraine and internationally under the guidance of the Market and Investment Development Manager. Identify key investors for initial engagement. 
  • Prepare an in-depth analysis of the types and profiles of investments required to capture investor interest. Develop potential instruments and initiatives to fulfill the identified investment needs. 
  • Regularly analyze and assess the optimal approaches for reaching potential investors. Provide recommendations for a complementary materials package to enhance outreach efforts. 
  • Develop a comprehensive set of materials to be utilized across various channels for investor outreach. 
  • Organize and execute effective outreach campaigns aimed at attracting potential investors to the cybersecurity market players. 
  • Develop an investment promotion package of materials for the cybersecurity innovative solutions supported by the Activity.  
  • Facilitate the attracting of investments to support GOUR entities and private sector players 
  • Prepare success stories and provide input/updates for the reports (weekly update, monthly and quarterly reports, etc.)  

Other tasks as assigned by the direct supervisor. 

3.Qualifications and Experiences  

  • Bachelor’s or higher educational degree in business, finance, economics, or related field;  
  • At least 2 years of experience working directly with Government of Ukraine partners and stakeholders preferred; previous experience with USAID-funded projects preferred.   
  • Knowledge of the tech or cybersecurity sector is strongly preferred.  
  • Must have 3 – 5 years of project management experience  
  • Must have experience in working with investors (individuals, VCs, or corporate investment funds), or working within the investment community. 
  • Knowledge of international practices used to evaluate innovative companies and ideas. 
  • Understanding the process of implementing USAID grants is a plus. 
  • Must be a strong team player, as well as have the ability to work on own without day-to-day oversight.  
  • Ability to manage multiple partners, deadlines and reporting requirements.   
  • Solid communication skills, including excellent spoken and written ability in both English and Ukrainian.
