Вакансія – Cyber Voucher Program Coordinator for USAID Cybersecurity for Critical Infrastructure in Ukraine Activity, DAI Global LLC

BACKGROUND/CONTEXT:

The US Agency for International Development (USAID) Cybersecurity for Critical Infrastructure in Ukraine Activity aims to strengthen the resilience of Ukraine’s critical infrastructure from cyberattacks by establishing trusted collaboration between key cybersecurity stakeholders in the government, private sector, academia, and civil society. The activity aims to achieve this goal by implementing the following activity components:

Component 1: Strengthen the cybersecurity enabling environment.

The legal, regulatory, and institutional framework for national cybersecurity in Ukraine needs to be strengthened and aligned with international standards and best practices. This component will strengthen the cybersecurity resilience of Ukraine’s critical infrastructure sectors by addressing legislative gaps, promoting good governance, enabling collaboration between stakeholders, and supporting cybersecurity institutions.

Component 2: Develop Ukraine’s cybersecurity workforce.

Ukraine suffers from a severe shortage of cybersecurity professionals. This component of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity will address workforce gaps through activities that develop new cybersecurity talent and build the capacity of existing talent. These activities will address the entire workforce pipeline, the quality of education received by cybersecurity specialists, and industry training programs to rapidly upskill Ukraine’s workforce to respond to immediate cybersecurity vulnerabilities.

Component 3: Build a resilient cybersecurity industry.

A growing cybersecurity industry in Ukraine will contribute directly to national security and prosperity. This component will seek to build trust and collaboration between the public and private sectors to develop innovative solutions for future cybersecurity challenges; spur investment and growth in the broader cybersecurity market in Ukraine through greater access to financing; support smaller cybersecurity companies to rapidly increase the number of local cybersecurity service providers; and offer mechanisms for Ukrainian firms to connect with industry partners to enable better access to innovations and business opportunities.

Under Component 1, the Activity is focused on delivering a proactive mechanism of cybersecurity technical assistance and project management that will serve as an assistance function to address GOU’s critical cybersecurity challenges. The Activity is focused on short- and medium-term technical projects which include developing and providing necessary digital and cyber solutions for the GOU and operators of critical infrastructure (OCIs). With built-in flexibility, the Activity will identify and set priority assistance in response to newly appeared challenges to OCIs and the evolving security dynamics on the ground.

 

ROLE’S PURPOSE:

Under the supervision of the Component 3 Market and Industry Development Lead, the Cyber Voucher Program Coordinator will be responsible for coordination of efforts between various stakeholders the deployment process of the Cyber Voucher program on the national level.

Trends are showing significant increase in hacked and breached data, as well as in large-scale breaches. Recognizing the importance of enhancing digital security of micro, small and medium-sized businesses (SMBs), the Activity developed a Cyber Voucher program to offer co-financing of eligible costs for the SMBs security review and cyber diagnostics to make these measures more accessible. The Cyber Voucher Program Coordinator will facilitate the stakeholders’ collaboration on the Program preparation, kick-off, testing, deployment stages.

TASKS / RESPONSIBILITIES:

The Cyber Voucher Program Coordinator under Market and Industry Development Lead leadership will provide assistance to implement the annual National Cyber Voucher Program focused on enhancing digital security of SMBs and stimulate the cybersecurity market growth.

The Cyber Voucher Program Coordinator will work on the following tasks:

  • Provide assistance with implementation of the Cyber Voucher Program in Ukraine.
  • Coordinate the various stakeholders efforts based in defined priorities and agreed actions to achieve planned goals and fulfill program KPIs.
  • Work with program vendors, grantee and cyber experts working on the program to ensure timely program implementation and address the identified challenges.
  • Work with 3rd party program platform developer to ensure the platform operations and maintenance.
  • Contribute to the Program policies development.
  • Keep track of program activities and manage the program deployment.
  • Test and pilot the designed platform and program elements on the implementation stages of the assigned project.
  • Contribute to the budget development for the Program and quality monitoring of provided services by grantee and vendors.
  • Liaise with GOU partners to ensure smooth and productive cooperation.
  • Prepare the Program materials and results to the GOU and private sector stakeholders.
  • Facilitate program monitoring, evaluation and reporting, ensure timely and accurate information provided in close collaboration with MEL Manager.
  • Assist in assessing /determining resources required for implementing activities and initiatives.
  • Maintain and update implementation plan for carrying out activities and initiatives.
  • Work with the selected subcontractors to ensure successful delivery of specific activities.
  • Prepare success stories and provide inputs/updates for the reports (weekly update, monthly and quarterly reports, etc.)
  • Other tasks as assigned by the direct supervisor.

Qualifications:  

  • A Bachelor /Master’s degree in Public Administration, Economics, Business, Computer science, Information Systems, or another relevant field
  • Experience with donor-funded activities.   
  • Understanding of technical projects implementation process
  • Experience related to the information and communications technology (ICT) sector is a plus.
  • Relevant professional training in project design and project management and previous experience with complex national programs deployment is an advantage.  
  • Proven cases in building and managing relationships with high level stakeholders from government, civil society and donors.
  • Excellent organizational skills and proven ability to set priorities and dealing with multi-tasks.
  • Strong analytical skills and attention to detail.
  • Strong interpersonal skills and written/oral communication skills. 
  • Ukrainian language – native/fluent
  • Good command of English
