Вакансія: Advisor on Adaptation to Climate Change

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking for the project “Supporting Ukraine in the implementation of the Paris Agreement and adaptation to climate change in the Black Sea Region (PAABS)” a qualified staff member to fill the position of a:

Advisor on Adaptation to Climate Change (full-time, Kyiv)
(internal SAP code: Advisor)

The project supports Ukraine in implementing the Paris Agreement by enabling its transition to low-carbon pathways and building a climate resilient future. It strengthens the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA) to plan, deliver and monitor the transformation. The project provides data and analytical work to relevant target groups to promote evidence-based decision-making and develop long-term, low-carbon development strategies. For industries with high levels of emissions, it also supports data-based strategies demonstrating the economic benefits of investing in decarbonisation to increase acceptance and support of respective environmental and climate policies. Furthermore, the project pursues a systematic, gender-responsive approach regarding adaptation to climate change in the water sector, including access to finance, and supports local authorities to mainstream adaptation into local development planning. Project activities include the development of good practices, tools, and methodologies and their disseminated for uptake across Ukraine and Black Sea region. The project is implemented in collaboration with Ukrainian and international partner organisations (consortium members).

Responsibilities:

The advisor is responsible for:

  • Managing the cooperation with partners and coordinating the implementation of Output IV “Adaptation to the impacts of climate change” of the PAABS project.
  • Providing technical advice on adaptation, contributing to project initiatives together with the consortium and cooperating with the relevant stakeholders for Output IV.
  • Supporting and collaborating with the PAABS team members, as needed.
  • Contributing to knowledge management and monitoring of project implementation.

Tasks

  1. Advising the partner institutions on adaptation & promoting collaboration

The advisor:

  • Coordinates, monitors and supports consortium members in the implementation work packages under Output IV (adaptation) including, among others, climate risk and vulnerability assessments, implementation of adaptation measures in the water sector in pilot regions, and financing approaches for adaptation.
  • Guides the implementation of Work Package (WP IV.5) “Dissemination of adaptation experience to update the national adaptation strategy and develop local plans in the regions of Ukraine”, where GIZ is the lead consortium member.
  • Responds to ad-hoc requests for flexible support on adaptation topics and coordinates with contractors.
  • Builds trusted working relationships, maintains communication and promotes sharing of ideas and information with all relevant partners of the project.
  1. Supporting overall project management

The advisor:

  • Manages the project’s contracts related to adaptation.
  • Takes care of the design, preparation and implementation of workshops, seminars and other events related to project activities.
  • Ensures knowledge management on adaptation among project partners.
  • Ensures quality control of project results related to adaptation, e.g., reports, analyses, communication materials.
  • Prepares project-related documents and contributes to the project’s reporting requirements.
  • Assists with overarching project and research activities, as needed.

Required qualifications, competences and experience

Qualifications:

  • University degree in natural or environmental science, climate/adaptation studies or related fields.

Professional experience:

  • At least 5 years of professional experience in adaptation to climate change and/or environmental policy & management, preferably in the water sector.
  • At least 5 years of working experience in Ukraine; knowledge of the Ukrainian climate agenda and relevant stakeholders.

Other knowledge, additional competences:

  • Deep understanding of climate change science, especially impacts of climate change and adaptation strategies.
  • Familiarity with the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement as well as national and international adaptation frameworks, actors and financing mechanisms.
  • Experience in working with government agencies, NGOs and local actors.
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders.
  • Fluency in English and Ukrainian, both written and spoken.
  • Demonstrated project management and organizational abilities.
  • Open-minded team player with excellent intercultural competences.

Full-time position with 40-hours working week. Place of duty: Kyiv with partially remote mode. The assignment starts as soon as possible.
