USAID ERA looks for Engineering Document Сontroller

The Ukraine Economic Resilience Activity (ERA) (8/27/2018 – 8/26/2024) was designed to strengthen the economy and improve the resilience of businesses and communities in eastern Ukraine following Russia’s 2014 annexation of Crimea and the seizure of territory in the Donetsk and Luhansk Regions by Russian backed separatists.

Prior to the war, ERA had focused interventions on Donetsk and Luhansk Oblasts. In 2019 after Russia commandeered a Ukrainian naval ship and established a blockade, ERA had also added the Sea of Azov (Zaporizhzhia, and Kherson oblasts and municipal centers closest to the sea) to its area of operations. With the February onset of war in eastern and southern Ukraine, Russia has significantly damaged or destroyed most of ERA’s previous implementation geography, including Mariupol, Sartana, Rubizhne, and Sievierodonetsk and occupied the cities of Berdiansk, Melitopol and Stanytsia Luhanska.

The further Economic Resilience Activity’s work will be centered on three pillars:

  1. Stabilization and Inclusion: building the capabilities of vulnerable populations to be able to capitalize on entrepreneurial and micro, small and medium enterprises’ (MSME) economic opportunities;
  2. Business Revival: helping MSMEs relocate and rebuild marketing and supply chains; and
  3. New Economy: working with coalitions and leaders to build confidence in the sustainable Ukrainian state, articulate a vision for the future, and put in place the building blocks for a modern, diverse, and MSME-friendly economy post-war.

About the job 

The Document Controller will help USAID ERA Construction Cross-Cutting Team by assisting paperwork, documentation processing, and team coordination. The role of the Document Controller is important and requires focus on details and adherence to policies, procedures, and controls. One of core responsibilities of this position is to oversee and facilitate flow of documents related to ERA infrastructure projects. The position requires relevant work experience as a coordinator and administrator. The Document Controller reports to the  Infrastructure Coordinator. This role requires a remote mode of work. 

Your main duties and responsibilities will be: 

Work with Design and Construction Subcontracts, Consultancies, Beneficiaries

  • Work in close cooperation and coordination on Infrastructure document exchange with partners;
  • Provide explanations of documentation submission ordering to Subcontractors and Consultancies in accordance with ERA procedures;
  • Control, revise, and ensure submissions’ quality during the whole cycle of Infrastructure projects development, requiring additional documentation if necessary;
  • Schedule site visits, meetings, conference calls, and other infrastructure-related events;
  • General support in the coordination and smooth operation of the ERA Infrastructure Program; 

Cooperation with Cross-Cutting Teams 

  • Work in close cooperation with Cross-Cutting Teams regarding projects data and contacts information collecting, documentation processing, others; 

Documentation maintenance and gathering

  • Maintenance of Submittals Logs related to design, procurement, construction monitoring, and other documents related to ERA infrastructure projects;
  • Log, organize, and archive contact information for the various entities and people involved with ERA infrastructure projects;
  • Maintenance archiving of received Design, Construction and Technical related documents to SharePoint and in TAMIS regularly;
  • Perform other related duties as required; 

About you 

Required

  • Bachelor’s degree in Civil Engineering and/or Infrastructure Engineering, in any construction-related area.
  • Minimum two years of experience in the construction, engineering, design, or related industry as an administrative assistant or document controller.
  • Capable of developing and maintaining a logical, useful archive of infrastructure related documents and managing document flow on a daily basis.
  • Excellent communications skills and problem-solving capabilities.
  • Genuine interest in learning USAID/international terminology and methods related to international donors.
  • Fluent in English and Ukrainian are mandatory, both written & spoken.
  • Good interpersonal skills, and ability to succeed in a multi-cultural environment. 

Desirable

  • Work experience with internationally funded projects preferred;
  • Experience with USAID or other international donors will be a significant advantage. Similar clerical positions will be considered in lieu of construction experience. 

WE OFFER

Contract length: 12-months employment agreement with a possibility of extension.
