Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Trainer on Data & Analytics – East/South Ukraine (Consultant)

  1. Duty Station of the Consultancy: Dnipro, Ukraine (Home-based working is possible)
  2. Duration of Consultancy: 1 June – 31 December 2024, with possibility of extension subject to availability of funds and satisfactory job performance.
  3. Nature of the consultancy: Category B

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Project Specialist (Evidence-based Governance) of IOM’s Data & Analytics Unit, with the oversight of Senior Consultant on Data & Analytics Capacity Building , the Consultant will be responsible for the implementation of training for personnel from local government and civil society organizations on data collection and analysis, as well as the provision of mentorship in research design and implementation, with the goal of supporting evidence-based programming. The Consultant will be responsible for the implementation of these activities in selected hromadas in the following Oblasts: Dnipropetrivska, Kirovohradska and Mykolaivska.

  1. Project Context and Scope:

Ten years since the onset of hostilities in the country, Ukraine continues to deal with the major complexities that characterize its dynamic path towards nation-wide socio-economic recovery and decentralization. Since the escalation of war in 2022, it has been apparent that the capacities of local administrations to assess and address the critical needs of their communities vary but are frequently insufficient. The ambitious process of locally-driven and locally-led recovery therefore needs support at the hromada level, in order to promote inclusive governance and evidence-based decision making, including for the targeting of interventions.

In an effort to support hromada-driven recovery processes that strengthen resilience and promote durable solutions for conflict-affected communities in Ukraine, IOM is conducting trainings on evidence-based situation analysis, participatory planning and various cross-cutting themes, including gender equality and disability inclusion. Based on their assessed capacities and needs, the Consultant will be responsible for planning and implementation of training activities that build local capacities on data collection (disaggregated by gender, age, and disability) and analysis among participants from a group of up to 8 selected hromadas in the East/South macro-regions of Ukraine (and specifically the Oblasts of Dnipropetrivska, Kirovohradska and Mykolaivska).

These trainings will be conducted in line with international standards and IOM’s internal toolbox, with the goal that they will provide hromadas with the capacity to generate evidence for decision-making in the recovery sphere. This will serve to strengthen local resilience and support the creation of locally-defined recovery plans that are empirically based and continually adapted according to the changing context and needs. To this end, the content and pedagogy of the training materials will be developed such that they are sensitive and reflective of the local context.

The training and capacity building carried out by the Consultant will reflect the following learning objectives:

  • Understanding of the basic principles of quantitative and qualitative research methods and selection of appropriate data collection tools (targeted at local level practitioners).
  • Understanding how to prepare and conduct household surveys, key informant interviews and focus group discussions.
  • Understanding the importance of collecting data that is gender-disaggregated and sensitive to vulnerability.
  • Understanding of the basics in cleaning and analyzing data, as well as data sharing.
  • Knowledge of principles and guidelines related to confidentiality, informed consent and data protection.
  • Capacity to apply data insights to local level decision-making, in line with responsibilities held by local level authorities in Ukraine following the decentralization process.
  • Awareness of the potential for data and analytics to improve local administrative planning and operations for recovery.
  1. Organizational Department / Unit to which the Consultant is contributing: Data & Analytics Unit
  2. Category B Consultants: Tangible and measurable outputs of the work assignment

Category B Consultant hired to deliver trainings to hromada representatives and contribute to the development of a curriculum of training materials. The Consultant will be responsible for:

  • On-site delivery of two training sessions (initial educational training over three days and a follow-up data analysis workshop over two days) to groups of representatives of hromada authorities and members of volunteer and community organisations in the East/South macro-regions of Ukraine.
  • Capacity building and learning through practical exercises and mentoring of data collection and analysis exercises through a blend of on-site and remote delivery of support to participants;
  • Support planning and implementation of trainings and capacity building as part of a team, with each member responsible for hromadas within their specified macro-region, under the overall supervision of the Senior Consultant on Data & Analytics Capacity Building and in close collaboration and consultation with the D&A team of IOM;
  • Contribute to a report of recommendations on further capacity building needs and responses, developed in collaboration with other members of the team of Consultant Trainers and under the supervision of the Senior Consultant on Data & Analytics Capacity Building ; and assist the Senior Consultant on Data & Analytics Capacity Building in the development of the materials for the training exercises.

Tangible and measurable deliverables of the work assignment

  1. First deliverable – Report on consultations conducted with hromadas for the Needs Assessment Report – Delivered by June 30, 2024
  2. Second deliverable – Comprehensive plan and timetable for delivery of trainings including all details of logistical arrangements required, developed under the supervision of the Senior Consultant on Data & Analytics Capacity Building – Delivered by July 31, 2024
  3. Third deliverable – Completion of one on-site training session (over three days) for all selected hromradas in the East/South macro-regions – Delivered by September 30, 2024
  4. Fourth deliverable – Completion of a second (and final) on-site training session (over two days) and remote mentoring activities, including practical exercises, for all selected hromadas in the East/South macro-regions; as well as submission of feedback forms from all participants. Consultant will conduct multiple visits to hromadas, as well as provide remote support as required – Delivered by November 30, 2024
  5. Fifth deliverable – Completion and submission of report of recommendations on further capacity building needs and responses, developed in consultation with other members of the team of Consultant Trainers and under the supervision of the Senior Consultant on Data & Analytics Capacity Building. Final report and all administrative responsibilities completed – Delivered by December 31, 2024
  6. Performance indicators for the evaluation of results
  • Consultant is responsive to IOM engagement on planning and implementation of trainings.
  • Deliverables are submitted on time.
  • Trainings are delivered in a manner that is technically sound yet accessible for non-technical audiences.
  1. Education, Experience and/or skills required
  • Master’s Degree in Social Sciences, Data Analytics, Adult Education, or related field with a minimum of three years of relevant experience; OR a Bachelor’s Degree in a similar field with a minimum of five years of relevant experience.
  • Experience in training on data analytics s and assessment development, especially for use by local government or organizations.
  • Experience in conducting trainings of local government and/or civil society organizations in Ukraine would be a distinct advantage.
  • Experience of working with local government and/or civil society organizations in the East/South macro-regions of Ukraine would be a distinct advantage.
  • Knowledge and experience of working with one or more quantitative software tools is required, e.g., MS Excel, Stata, SPSS and KoboToolbox.
  • Experience in working as part of a team, as well as independently, particularly in relation to training/capacity building.
  • Experience of working with UN, NGOs, CSOs and/or government authorities would be an asset.
  • Knowledge and experience of working on displacement issues is desirable.

Ukrainian – fluency required.

It is anticipated that the work of the Consultant will require travel within the East/South macro-regions of Ukraine. Occasional travel to Kyiv may also be desirable (if the Consultant is not based in Kyiv).
