Background:

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.  In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.   

The bulk of NRC’s response is through Multi-Purpose Cash Assistance, leading to the creation of a regional Cash and Markets team who support the work carried out by the Ukraine Country Office Cash and Markets team. This regional team focuses on coherence (ensuring tools and approaches are standardised across the response), creativity (focusing on innovative thinking), collaboration (working with different departments and teams across NRC), accountability (being honest and transparent about challenges and successes) and creating an enabling environment whereby tools and skills are shared across NRC.

RESPONSIBILITIES

Generic responsibilities

  1. ​ Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist and support implementation of the portfolio according to established plans of action
  3. Implement independently procedures and activities within core competency as delegated
  4. Develop and maintain knowledge and skills required for the assigned area of work in which humanitarian assistance is being provided, in order to be most effective in assisting the project implementation and the team
  5. Use initiative in day-today problem solving in line with agreed procedures, priorities and standards for the area of work
  6. Ensure proper collection and filing of documents
  7. Promote and share ideas for improvement in your area of work

Specific responsibilities

Database and System Design and Development

  1. Design, implement, and support data repositories and delivery platforms for large datasets and other analytic tools for complex, voluminous data associated with the NeedCash CRM application. Ensure that solutions are developed in collaboration with other department and external service providers
  2. Maintain and develop additional features (workflows to automate process etc) of existing systems including data pipeline, a GoLang based CRM (Corteza).
  3. Support team members in the design, implementation and management of portals, dashboards, analytic tools, and reporting platforms used within Cash and Markets by providing relevant data. This may include build of data architectures and for multi-sourced queries, including calculations and metrics.
  4. Liaise with software service providers on development of new data models, updates, and repairs based on different assessments, tools or available datasets.

Database Administration

  1. Archive and backup database systems; ensure security of databases; perform database and system administrator functions.

(Light) Data Engineering

  1. Collaborate and partner with D team in NRC to deliver high quality data architecture and data pipelines; Understand both the end-user data needs and organization data structures and definitions to ensure the right data is available.
  2. Build ad-hoc and recurring datasets collaborating with C&M Analysis Manager, Digital Cash PM, IM Manager and other users to generate actionable insights. This includes the build and maintenance of recurring data sets for movement into CRM applications, different FSP applications through an API or other analytic tools.  Maintain the ETL (extract, translate and load) code and process.
  3. Provides quality control and oversight of the data that is being collected and identify and address errors in collection or input and output
  4. Designing and working within the Cash and Markets team to implement processes to review reports of “bad” data and confirming issue (or clarify and close out), identifying root cause, designing solution, prioritizing and executing remediation.
  5. Supports and contributes to the development of data management systems through documentation, implementation, and coordination of standardized information flows

QUALIFICATIONS

  1. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. Competencies are relevant for all staff and are divided into the following categories:

1. Professional competencies

Generic professional competencies:

  • Education: University degree in IT, Data science, Data management or analytics
  • Minimum 2 years of experience working with managing large sets of data from various sources
  • Deep Understanding and expertise in Excel, Postgresql, Python and R.
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Documented results related to the position’s responsibilities
  • Experience with facilitating and leading internal organisational processes
  • Fluency in English, both written and verbal.

Context related skills, knowledge and experience:

  • Experience working with API’s
  • Experience with backend or data engineering
  • Preferred experience in modern backend programming language (GoLang for the CRM, Python for data analysis etc)
  • In–depth understanding of data structures and other computer science fundamentals
