Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “EU4Skills” to fill the positions of the
Technical Advisor for policy advice on VET reform implementation (full time, Kyiv)
The Multi-Donor-Action EU4Skills aims at supporting the Ministry of Education and Science in the reform of the Vocational Education and Training (VET) sector in Ukraine. The reform foresees to operationalize the National Qualification Framework, improve the quality of training and establish an independent assessment and certification system. The objective is to improve the attractiveness and quality of VET and increase the relevance to the labour market. A focus in the reform implementation will be put on selected focus regions across Ukraine, which should be turned into reference models for illustrating the VET reform.
Area of responsibilities
As a Technical Advisor for EU4Skills with focus on policy advice on VET reform implementation, you work under the direct supervision of the Head of Unit of the VET Reform Implementation on National Level. You will be responsible to:
- Support the National Coordination Mechanism on VET, particularly on the establishment of an efficient Secretariat;
- Establish an effective multi-level cooperation and communication framework for the improvement of VET sector governance;
- Monitor the VET reform implementation process.
Tasks
Within the area of responsibilities, the Technical Advisor will, among other duties, be required to:
- Support the National Coordination Mechanism on VET with the involvement of national ministries and other organisations;
- Establishment and management of the secretariat under National Coordination Mechanism, including preparation, moderation and documentation of working group sessions;
- Regular communication with Ministry of Education and Science (MoES), Ministry of Economic Development, Trade and Agriculture and other organisations;
- Support communication framework on VET reform implementation, e.g. the reform objectives and priorities, comprehensive documentation of responsibilities of actors involved;
- Support public-private dialogue on VET reform implementation ;
- Development of concepts, proposals and implementation plans for VET reform implementation;
- Analyse capacity development needs of key actors in VET reform process and draft corresponding activities;
- Coordination of activities conducted by short-term experts and other implementing agencies under EU4Skills;
- Contribute to monitoring, reporting and communication of programme activities.
Requirements to candidates
- Master’s Degree in Vocational Education and Training or an equivalent qualification, e.g. in economics or social sciences;
- Professional experience in the VET / Education sector or other relevant area;
- Experiences in working with governmental bodies and high-ranking officials;
- Experiences in working with the GIZ or/and other international organisations;
- Excellent analytic skills, high ability of organisation and co-ordination;
- Excellent communication, facilitation and moderation skills;
- Strong reporting and monitoring skills;
- English: excellent or very good command written and spoken. Russian and Ukrainian are required
- Knowledge of German would be an advantage;
- Very good working knowledge of ITC technologies and computer applications (e.g. MS Office);
- Good self-organisation skills, customer and service-oriented attitude;
- Willingness to upskill as required by the tasks to be performed;
- Ability to work under pressure and to travel to regions.
Employment conditions
Full-time position with 40-hours working week until 31th of December 2021. Readiness to travel within the relevant regions is required.
