FHI 360 is currently recruiting for a Technical Manager, Community HIV Testing Models Implementation Lead to work under the USAID-funded Ukraine Community Action for HIV Control project.

Job Description:

The Technical Manager, Community HIV Testing Models Implementation Lead will support design and implementation of FHI 360’s technical activities under the USAID-funded Community Action for HIV Control project in Ukraine. This five-year project (2021 – 2026) aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine). Since Russia’s full-scale invasion of Ukraine in February 2022, the project is now also supporting communities to access and restore essential health services disrupted by war, including basic health, other priority diseases, humanitarian assistance, mental health and psychosocial support. The project is led by Pact with FHI 360 as a technical implementing partner for HIV and other health services.

The Technical Manager Community HIV Testing Models Implementation Lead will report to the FHI 360 Senior Technical Manager and provide technical expertise, training/skills development and managerial support for implementation of differentiated HIV testing and linkage to treatment and care models for project’s key and priority populations. The Technical Manager will coordinate the work of Program Officers who provide technical programmatic support to regional non-governmental organization (NGO) and community-based organization (CBO) partners in implementing differentiated service delivery models with a focus on HIV testing, including wrap-around services such as screenings for diseases, humanitarian assistance and psychosocial support. 

Specific Duties:

  • Lead the review of current HIV case-finding strategies and performance, including index and risk network referral testing, implemented by community partners in Ukraine, and identify areas for strengthening.
  • Provide technical assistance and training to respond to index and risk network referral testing areas for improvement.
  • Oversee the delivery of programmatic activities implemented by NGO partners and identify the gaps that need to be addressed.
  • Manage team of Program Officers who provide technical programmatic support to regional NGO and CBO partners in designing, adapting, and implementing differentiated service delivery models with a focus on HIV testing and supplementing services among key and priority populations.
  • Lead adaptation, packaging, and standardization of successful HIV testing models.
  • Support strengthening of HIV self-testing in line with national guidelines.
  • Lead review of client navigation interventions and other strategies for linkage to treatment and care services implemented by community partners.
  • In close coordination with the project’s Capacity Development team, support technical capacity development approaches and activities to strengthen the testing and linkage to care activities, with a focus on models that are efficient, responsive to clients’ needs, and aligned with global best practice, and shifting demographic trends.
  • Support the project’s Monitoring and Evaluation team in building NGO partners‘ capacity for high frequency data review and analysis for agile performance improvement.
  • Contribute to development and submission of technical reports and other deliverables.
  • Contribute to the development of activities, their monitoring and evaluation framework, and technical materials for HIV testing and wrap-around services.
  • Contribute to the development of calls for proposals for regional NGOs, including technical requirement description, and reviewing applications within the selection process.
  • Develop and maintain relationships with partners in the field, including government officials and community leaders.
  • Liaise with the Grant Management, Capacity Development and Monitoring and Evaluation teams within the project to support NGO partners as one team. 

Minimum Requirements:

  • Master’s degree in public health or similar degree in Social Sciences; or a Bachelor’s Degree with the equivalent work experience in the HIV prevention public health field in Ukraine.
  • At least 6 years of relevant experience providing technical assistance for large projects and/or programs.
  • Demonstrated experience designing and implementing HIV/AIDS testing and linkage to care activities, with a focus on key populations and vulnerable populations in Ukraine.
  • Previous experience working with USAID/PEPFAR or other donor funded programs and organizations working with key and vulnerable populations.
  • Cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity.
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings.
  • Strong management and leadership experience with proven experience leading a diverse team of professionals.
  • Demonstrated written, presentation, communication, and organizational skills in English and Ukrainian.
  • Ability to travel within country or region and internationally if needed (and if the safety situation permits).

Preferred Requirements:

  • In-depth familiarity with Ukraine public health sector and donor-funded programs.
  • Previous experience in developing the capacity of local organizations and stakeholders.
  • Experience working on a PEPFAR-funded or other donor project pertaining to HIV/AIDS service delivery (particularly HIV testing).
  • Knowledge of the differentiated service delivery in HIV prevention, treatment.
  • Flexibility to travel as necessary, including for monitoring visits, project-related events, and conferences both domestically and internationally.
