Executive-level, Full-time staff position

Location: Kyiv, Ukraine

Deloitte Consulting LLP, headquartered in Arlington, VA, is currently accepting expressions of interest from qualified candidates for a Technical Lead for an anticipated 5-year, USAID-funded Ukraine Physical Rehabilitation Activity. The goal of the project is to enhance rehabilitation services in Ukraine within the context of the overall health system reform. The Activity seeks to restore health services and create new infrastructure, technology, and workforce capabilities, not only to meet the pre-war demand for multidisciplinary rehabilitation, but to also meet new demands inflicted by the war. The key gaps and opportunities in strengthening the physical rehabilitation sector are around workforce, systematic access to rehabilitation services at all levels of the health care system, health data management, care coordination, recovery services, and integration across categories of healthcare. This Activity presents an opportunity to increase the role of the private sector to deliver devices and technologies and provide rehabilitation services to patients needing specialized care. Applicants must be willing and able to work in Ukraine, as this position is expected to be full time and based in country.

This position is contingent upon project award and approval.

Primary Responsibilities:

  • Provide technical assistance to develop systems and processes for strengthening national, regional, and local leadership; management; and governance capacity related to the physical rehabilitation sector;
  • Provide technical assistance to incentivize the private sector to expand service delivery partnership with the public sector;
  • Conduct research and studies to develop and implement innovative financing approaches and models;
  • Identify and assess the feasibility of opportunities to engage the private sector for capacity building;
  • Provide technical expertise to support the implementation of rehabilitation services reform to improve the accessibility and quality of care;
  • Design and conduct trainings, workshops, and other capacity-building activities for health reform partners related to rehabilitation service delivery reform;
  • Build effective administrative structures at rehabilitation service facilities that target efficiency and quality outcomes;
  • Develop national frameworks, models, and guidelines for rehabilitation service delivery in Ukraine;
  • Assist in conducting research and analyzing and synthesizing evidence-based conclusions to produce practical recommendations based on relevant literature and evidence on Ukraine’s rehabilitation services;
  • Oversee various technical support experts and consultants;
  • Prepare drafts of relevant documentation and reports, and participating in developing new projects as assigned;

Qualifications:

  • Demonstrated competence in and at least five (5) years of managing and providing technical assistance in key areas of improving medical education, human resources for health, guidelines and standard operating procedures (SOPs) to institutionalize evidence-based practices and procedures and promote transparency and accountability in health education systems
  • Strong interpersonal, writing and oral presentation skills in English are required, and must have fluency/proficiency in Ukrainian
  • Experience supporting governments in optimizing health services through technical assistance and collaboration with policymakers, preferably in Ukraine
  • Considerable depth of understanding of the Ukrainian health system, local knowledge and relationships, and in-country presence
  • Experience building capacity of host country government institutions and local NGOs working at national and subnational levels
  • Experience working with healthcare workers and providers, especially in supporting continuing education or training
  • Demonstrated experience collecting, analyzing, and disseminating lessons learned and insights
  • Ability to effectively communicate and build relationships cross-culturally
  • Familiarity with and experience working in Ukraine and/or in post-Soviet context
  • A Master’s Degree (or higher), or Bachelor’s Degree plus an additional three (3) years of experience, in Public Administration, Public Health, Health Policy, Social Science or related field is required
