DAI is seeking highly qualified candidates to occupy full-time Senior Accountant  position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

PROJECT BACKGROUND 

 The USAID Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include: 

  • Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses. 
  • Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level. 
  • Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery. 

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy. 

 POSITION DESCRIPTION 

 The Senior Accountant will have responsibility for and support coordination of the project’s financial management and accounting functions, and will help to ensure adherence to DAI and USAID financial policies and procedures, controls, and reporting systems.. S/he is responsible for day-to-day general accounting, including managing accounts receivable and payable, and payroll, and supports financial risk management by troubleshooting accounting issues and assuring back-up documentation is appropriately filed and audit-ready. S/he will support financial analysis and reporting, facilitating the quality and timely submission of internal and external deadlines. 

 KEY DUTIES & RESPONSIBILITIES 

  • Lead VAT Exemption management, including providing guidelines to staff and partners (vendors and grantees), monitoring, and updating VAT regulations, liaising with Ukraine Tax Authorities, and preparing and submitting VAT exemption reports to Ukraine tax authorities.  
  • Lead Payroll and overall estimate salary for all project staff, process timely and accurate payroll payments, and ensure accurate leave balances and payroll taxes. 
  • Review independent consultants (IC) documents and proceed with their respective payments to the ICs. 
  • Ensure that accounting policies and practices are carried out per the Ukraine Tax Code; project internal controls are established and implemented following DAI policies, USAID rules/regulations, and the contract terms.  
  • Responsible for recording and assigning costs based on approved budget in the field accounting system. 
  • Verify accuracy of expenses and project accounting codes 
  • Verify vendor invoices for accuracy. 
  • Compile backup documentation for all project-related transactions and ensure completeness and appropriate review and approvals are documented. 
  • Ensure backup documentation is uploaded to the relevant system according to set deadlines. 
  • Ensure accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments. 
  • Audit travel requests and expense reports for accuracy and compliance and proceed with reimbursement of employee’s travel expenses. 
  • Ensure that petty cash is maintained according to the maximum petty cash policy and that all procedures are followed. 
  • Support periodic cash counts. 
  • Assist in preparing information for any contractual financial reporting requirements. 
  • Responsible for maintaining file management systems for soft and hard copy documentation. 
  • Ensure that the taxes paid, tracked, recorded, and reported to Ukraine tax authorities and USAID.  

 QUALIFICATIONS 

  • A bachelor’s degree in a relevant field of study, such as accounting, business administration, or finance; master’s degree preferred.  
  • A minimum of seven (7) years of relevant professional experience demonstrating progressive responsibility in finance and accounting. 
  • Prior experience managing finance and accounting for USAID- or other international donor-funded programs strongly preferred. 
  • Demonstrated knowledge of internal controls and audit processes, and of relevant financial reporting requirements in Ukraine.  
  • Demonstrated proficiency with MS Office applications, including Excel and Word, required, and enterprise accounting software.  
  • Ability to appropriately manage confidential and sensitive data while upholding the highest ethical standards.  
  • Strong interpersonal communication and collaborative teamworking skills.  
  • Fluency in Ukrainian and English with excellent oral and written communications skills required.
