The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations. With over 6,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Local Context: With presence and experience in Ukraine since 2016, UNOPS has provided, on behalf of the Government and people of Ukraine, project management and procurement services to support the national reform and sustainable development agenda, take environmental and climate action, strengthen the rule of law, improve energy and healthcare solutions, as well as address economic and governance institutional weaknesses.

The invasion of Ukraine in February 2022 has led to a severe and highly complex humanitarian emergency with a global impact not witnessed in Europe for over 70 years. The international response to the Ukraine crisis has been significant, with exceptional support being provided by many donor countries and organizations. UNOPS, with its ability to add considerable value in its core mandated areas of infrastructure, procurement, and project management services, is part of the response to the ongoing emergency and is augmenting its capacity to be able to provide robust and timely support over the long term, through the recovery and eventual reconstruction phases. Recognising the enormity and complexity of the challenges ahead, UNOPS is establishing a dedicated Ukraine Country Office (based in Kyiv), from where UNOPS’ operations will, with the support of the UNOPS ECR Regional Office (based in Geneva) and UNOPS’ HQ (Copenhagen), be planned, resourced, implemented, managed and controlled in the months and years ahead. 

The UNOPS immediately launched its Emergency Procurement Procedure (EPP) to enable a faster response to requirements related to the crisis. The EPP provided flexibility in procurement procedures while still ensuring adherence to essential public procurement principles.

  3. Day-to-day maintenance of the assigned vehicle;
  4. Availability of documents/ supplies;

  6. Administrative, logistical and procurement support.
1. Provides reliable and secure driving services  
  • driving office vehicles for the transport of the project and office personnel, other high-ranking officials and visitors 
  • collecting and delivering mail, documents and other items; and 
  • meeting official personnel at the airport and/or other border crossings, facilitating customs formalities as required.             

2. Ensures proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.

3. Ensures the day-to-day and regular maintenance of the assigned vehicle by checking oil, water, battery, brakes, tires, filters, etc.; ensuring that the vehicle is kept clean, performing minor repairs and arranging for major repairs and scheduled servicing.  

4. Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, and necessary spare parts.

5. Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an accident.

6. Provides administrative, logistical and procurement support:

  • Support to organization of and logistical preparation for field trips, visiting missions, meetings, conferences, workshops, retreats; preparation of logistics arrangements, including circulation of the documentation to be reviewed;
  • Receipt of shipments, customs clearance arrangements, preparation of documents for shipments (received/sent), arrangements for shipments. Preparation of all necessary documentation, implementation of follow-up actions, drafting correspondence related to shipments/customs clearance;
  • Support in arrangement of travel and hotel reservations, preparation of travel authorizations;
  • Support in procurement processes for office and vehicles’ supplies and equipment by preparing requirements and/or raising Requisition Orders,
  • When necessary, and primary activities allow, provide support for timely processing of incoming and outgoing mail and documentation; maintenance of the corresponding register and distribution as appropriate;

Education
  • Completion of Secondary School or equivalent is required

Work experience

  • Minimum two years of work experience as a driver is required
  • Work experience with EU or UN or other international organisation is an asset

Language Requirements

  • Fluency in Ukrainian is required 
  • Basic knowledge of English language is required

Certification

  • Valid driver’s license is required
  • Safe Emergency Driving training certificate would be an asset

This is a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit.
