Background information

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations. With over 6,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Background Information – Ukraine Country Office (UACO) 

In Ukraine, UNOPS support to the partners in their reform agenda since 2017 spans the rule of law, social protection, housing, demining, emergency response and security. The projects are funded by the EU, the Governments of Denmark and Japan. All projects have gender equality as a transversal theme, and have been contextualized within the broader Sustainable Development Goals frameworks and objectives.

Following the increased militarisation around Ukraine’s borders as well as the recognition of the so-called Donetsk and Lugansk People’s Republics by the Russian Federation, the security situation in Ukraine deteriorated rapidly, with the launch of a full-scale military offensive by the Russian Federation on 24 February 2022. Armed violence escalated in at least eight oblasts (regions), including Kyivska oblast and the capital city of Kyiv, as well as in the eastern oblasts of Donetsk and Luhanska which were already affected by conflict. The towns of Mariupol, Kharkiv, Irpin were strongly affected, so resident civilians fled their homes en masse.  Martial law and a state of war were introduced in Ukraine on 24 February 2022, and the general mobilization of all Ukrainian males between 18 and 60 years old was ordered, while the Ukrainian airspace was closed to civilian users.

The UNOPS immediately launched its Emergency Procurement Procedure (EPP) to enable a faster response to requirements related to the crisis. The EPP provided flexibility in procurement procedures while still ensuring adherence to essential public procurement principles.

Background Information – Job-specific 

UNOPS is seeking a PSEA Officer  with experience in the field of sexual exploitation and abuse to conduct a review of the existing practices of UNOPS Ukraine PSEAH and support the improvement of the PSEAH procedures as well as the capacity of personnel to prevent and respond to cases of SEAH,  according to the below requirements.

In order to show the highest commitment and independence of PSEAH measures within the Country Office, the PSEAH Officer (retainer) will be reporting to the Country Director.

Functional responsivities 
 
In line with UNOPS policies and guidelines, the PSEA Officer will perform various tasks and provide vital technical inputs to all activities pertaining to the Prevention of Sexual Exploitation and Abuse (PSEA) in Ukraine.

PSEAH technical support to the Ukraine Country Office:
  • In close collaboration with the PSEAH Focal Point of the Office, as well as with the Regional PSEAH focal point, execute the assigned activities of the PSEA Action Plan for 2024, from implementation to reporting

  • Prepare updates and suggest further activities or initiatives based on the evaluation of the PSEAH Action Plan

  • In close collaboration with PSEA (H) focal points and Senior Management team (SMT), provide inputs on the PSEAH risk assessments, mitigation and capacity building plans at the country level

  • In close collaboration with SMT, HR and HSSE teams provide the required analysis and technical guidance to Ukraine personnel in implementation of PSEAH prevention, risk mitigation, and put in place response measures during planning and project development, and programming

  • Develop, produce and facilitate the dissemination of PSEAH awareness communication materials to field offices, project sites as well as contractors/implementing partners, with support and guidance from the project team

  • Follow-up on the inclusion of PSEAH content in new contracts and subcontracting

  • Under the direction of HSSE Specialist, enact the establishment of a system to evaluate implementing partner/contractor interactions with beneficiaries and their capability to implement PSEAH measures, establishing a proper communication with HSSE and project teams, in order to receive guidance and feedback from all the relevant stakeholders .

  • In close collaboration with PSEA (H) focal points actively  liaise with the appropriate stakeholders to assist during the establishment of a system of Field-Level PSEAH Focal Points at all project sites in line with UNOPS regulations

  • Provide the technical guidance to the project team in terms of the the inclusion of PSEAH reporting modalities in new project , as appropriate, while taking into consideration confidentiality criteria

  • Act as Focal Point for receiving complaints in close collaboration with PSEA (H) focal points

  • Develop services list for survivor services, and make referrals as needed. Support victims as needed. 

Capacity building on PSEAH matters

  • Supporting PSEA(H) focal points in country to train the UNOPS contractor/implementing partner staff , national and international UNOPS personnel and raise awareness of end beneficiaries (communities) on PSEA upon request 

  • Develop and conduct trainings for UNOPS and contractor/implementing partner staff on PSEA including appropriate conduct and mandatory reporting obligations, with support and guidance from the HQ and Supervisor

  • Develop and conduct awareness raising activities/sessions for local communities across the country on PSEA and reporting pathways, with support and guidance from the HSSE team and Supervisor

Facilitation of knowledge building and knowledge sharing:

  • Identify best practices in PSEAH and facilitate the knowledge sharing at programme/office level;

  • Collect feedback from different stakeholders, as well as evaluation data to draft lessons learnt about PSEAH for the Country Office and to be reported to the Regional PSEAH focal point.

  • Provide substantive contribution to UNOPS PSEAH and implementing partner management practice focusing on continuous improvement of projects/programmes; support the corporate priorities, development of policy, guidance and tools.

Education/Experience/Language requirements:

Education:

  • Bachelor’s degree preferably in social work, social sciences, gender, international development, public management and administration or other relevant related fields is required.

Experience:

  • Minimum two years of experience in any of the following areas (including a combination): prevention of sexual exploitation and abuse, gender, gender based violence, sexual harassment, protection or workplace conduct is required.

  • Experience in developing and facilitating training and capacity-building activities is required.

  • Familiarity with data protection and confidentiality measures is required.

  • Understanding of the humanitarian sector is an advantage.

  • Strong quantitative and qualitative data analysis skills are an advantage.

  • Previous involvement with and knowledge of the UN system would be an advantage.

  • Previous involvement with and/or experience working with government, international Non-Governmental Organizations and Local Civil Society Organizations in Ukraine and/or the wider Middle East is an advantage.

  • Experience with google platform and tools (google docs, sheets etc.) is an advantage.

Language requirements:

Fluency in English and Ukrainian is required.

This is a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit. The person should be based in Ukraine and be able to travel in UNOPS Ukraine offices.
 

Contract type, level and duration: 

Contract type: ICA (Individual Contractor Agreement)
Contract level: Local ICA Specialist, Level 9
Contract duration: 100 days per calendar year. Possibility of extension subject to organizational requirements, availability of funds and satisfactory performance.

This is a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit. The person should be based in Ukraine and be able to travel in UNOPS Ukraine offices.
