DAI is seeking highly qualified candidates to occupy full-time Human Resources & Recruitment Specialist position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

PROJECT BACKGROUND 

The USAID Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include: 

  • Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses. 
  • Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level. 
  • Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery. 

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy. 

POSITION DESCRIPTION 

The Human Resources (HR) & Recruitment Specialist supports and facilitates all HR administration and recruiting tasks, including but not limited to staff and consultant recruitment, onboarding, and orientation; payroll, timesheet, and leave administration; performance management actions; and employee terminations. S/he will help ensure compliance with the Ukrainian Labor Code, DAI’s policies and procedures, and USAID requirements regarding personnel management, while ensuring the accuracy, completion, and effective organization of all personnel records. Under the supervision of the HR & Recruitment Manager, s/he will work in close coordination with GDIP and the project’s finance and accounting team, as appropriate, to ensure effective administration. 

KEY DUTIES & RESPONSIBILITIES 

Recruitment, employment, and personnel management: 

  • Ensures compliance with local labor law, DAI policies and procedures, and USAID regulations and requirements regarding personnel management.  
  • Supports recruitment of project staff and consultants, ensuring compliant and transparent recruitment processes per the DAI Field Operations Manual (FOM) and Ukrainian Labor Code. 
  • Supports coordination with GDIP employment procedures for new hires, managing the collection and submission of employment documentation to GDIP and ensuring timely submission to facilitate on-time hiring. 
  • Collects and processes and documentation for employment contract modifications, including regarding salary increases, promotions, and internal transfers, and for all other employee changes/ employment actions as necessary; coordinates with GDIP to ensure all changes are correctly communicated. 
  • Facilitates annual performance reviews and evaluations, performance management actions, and professional development plans in coordination with the HR & Recruitment Manager, project leadership and supervisors. 
  • Supports the organization HR events, as relevant, in compliance with organizational procedures. 

Benefits and compensation management: 

  • Prepares proposed salary offers and rationale for finalist candidates selected during recruitment processes to ensure compliance with DAI’s Country Compensation Plan (CCP) and general compensation approach and policies, and with USAID requirements regarding personnel compensation and management. 
  • Supports coordination with DAI’s other projects in Ukraine, as necessary, to ensure consistent application of DAI’s CCP and general compensation approach and policies, to inform market justifications for proposed salaries and rates, and update DAI’s CCP and other compensation practices as necessary to remain competitive in the local market. 
  • Ensures administration of employee benefits and leave entitlements in compliance with Ukrainian Labor Code and DAI policies. 
  • Supports the development of communications and information provided to project staff regarding their benefits and compensation and coordinates staff enrollment in relevant benefits plans. 
  • Supports the development of communications and information provided to project staff regarding learning and development opportunities. 
  • Prepares documentation and internal reports to ensures employee changes (new hires, terminations, promotions, and salary or benefits changes) are appropriately communicated to the project’s finance and accounting team. 
  • Monitors employees’ leave balances, approvals, and records in TAMIS, and ensures leave requests are decisions are completed correctly and on time to facilitate the project’s financial administration. 
  • Facilitates timely submission and collection of staff timesheets, and reviews timesheets for errors or other issues, checking documented leave against submitted and approved leave requests. 
  • Prepares orders and applications for annual leave to be submitted to GDIP. 

Record keeping and management: 

  • Collects and files recruitment, employment, and personnel documentation in compliance with DAI, USAID, and any relevant local requirements. 
  • Enters HR position, assignment, and personnel data into DAI’s Technical & Administrative Information System (TAMIS) and uploads relevant and required documentation. 
  • Maintains HR files the project’s TAMIS and SharePoint in compliance with internal policies and practices, ensuring confidentiality and appropriate management of personal identifying information. 
  • Maintains employment agreements, personnel, and pay records, including but not limited to leave entitlements, accruals, and balances, and supports coordination with the project’s finance and accounting team appropriately to facilitate payroll administration.   

Reservation from military conscription: 

  • Prepares and presents HR documents required for every male member of staff for Reservation from Military Conscription. 
  • Supports communicates with the SKMU to ensure the timely submission of documents, ensure accuracy of provided information, and address any issues or concerns. 
  • Supports preparation of reports of reserved male staff. 

QUALIFICATIONS 

  • A bachelor’s degree in a relevant study, such as business administration or human resources management. 
  • A minimum of six (6) years of relevant professional experience, including significant experience in human resources management and recruiting. 
  • Prior experience in administration, human resources management, and/or operations for a USAID- or other international donor-funded development project strongly preferred. 
  • Demonstrated knowledge of the Ukrainian Labor Code, plus a demonstrated commitment to compliance and ethics. 
  • Ability to appropriately manage confidential and sensitive data while upholding the highest ethical standards.  
  • Ability to effectively manage multiple concurrent tasks and competing priorities, excellent organizational skills, and an attention to detail. 
  • Strong interpersonal communication and collaborative teamworking skills.  
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English strongly preferred.
