Deloitte is seeking a qualified candidate to serve as a Procurement and Administration Support Officer in support of the USAID State-Owned Enterprises (SOE) Reform Activity In Ukraine (Ukraine SOERA). The position is full-time and is currently remote.

Project Background and Summary:

The purpose of the Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

  1. SOE Mapping, Information, and Strategy.
  2. Reform Coordinating Mechanism (RCM) and Strategic Communications.
  3. Reviewing and Improving SOE Policies, Legislation, and Regulations.
  4. Facilitating SOE Privatization.
  5. Improving Corporate Governance and Management of SOEs.
  6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs

Objective:

Procurement and Administration Support Officer will provide support across all objectives through the fulfilment of responsibilities detailed below. S/he will be responsible for supporting the project’s administrative activities and procurements in coordination with the Senior Finance Manager and Project Coordinator. S/he works closely with project staff, vendors, and service providers to ensure that project procurements are compliant. The Procurement and Administration Support Officer will identify issues and risks related to activities’ implementation in a timely manner and suggest appropriate adjustments. For the right candidate this position will have opportunities for professional growth and advancement in this field.

Responsibilities:

Procurement.

  • Provide the highest standards of procurement services and advice to the project team in accordance with the established rules, regulations and processes;
  • Ensure the integrity and transparency of the procurement process and compliance with the USAID’s Regulations and Rules and relevant internal policies;
  • Implement proper procurement planning every year/quarter/month in coordination with relevant teams in order to ensure cost-effective solicitation of goods and services;
  • Prepare and submit for approvals agreements and contracts to the Deputy Project Manager;
  • Assist in the planning of virtual  conferences, trainings, workshops,  as well as in-person events in Kyiv and other oblasts once the security situation improves;
  • Manage the procurement of goods and services in accordance with internal and USAID policies/procedures;
  • Assist Senior Finance Manager in preparation of payment documents.

HR.

  • Assists with performing HR tasks: in cooperation with the Deputy Project Manager prepares job descriptions, arrange advertisement of open positions, interview logistics, maintain recruitment documentation and files, etc.
  • Assists with managing human resources policies, procedures and standards in alignment with USAID and Deloitte policies and procedures in country;

Administrative tasks.

  • Contribute to required quarterly, annual, and ad hoc reports for USAID;
  • Coordinate with home office and local project staff to align activities with project needs;
  • Maintain project inventory tracker of project property and assets;
  • Assist Senior Finance Manager in overseeing project registration related activities;
  • Manage filing and archiving of administrative and technical documents;
  • Maintain relevant internal databases and files; keep track of contractual agreements and purchase orders, update trackers on a regular basis;
  • Manage schedules and deadlines, take ownership of assigned responsibilities;
  • Provide support with hard copies of documents delivery between different countries;
  • Perform occasional translation from English to Ukrainian and vice-versa;
  • Support project leadership with ad hoc administrative/operations related tasks as needed;

 Position Requirements:

  • Bachelor’s degree.
  • At least three years of professional experience working on USAID or donor-funded projects.
  • Fluent Ukrainian and English.
  • Strong written and verbal communication skills in English.
  • Ability to work well in a team.
  • Excellent planning and time management skills.
  • Interest in technical assistance work is preferred.
