Position Title: Information Management Associate

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Fixed-Term, One Year with the possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission, and direct supervision of the Senior Programme Coordinator (MSDL) and in coordination with the Information and Communication Technology Officer (ICT) and relevant units at IOM Ukraine, the successful candidate will be responsible and accountable for ICT administration and related functions in IOM Ukraine Country Office as well as in Hub-Offices pertaining to programming under the MSDL Unit including, in particular, programmes related to the issuance of business grants.

 Core Functions / Responsibilities:

  1. Assist in the launch, maintenance and monitoring of MSDL’s Information Management System (IMS), reporting any identified system problems or data errors.
  2. Support staff involved in data entry and data processing, while verifying compliance to standards of quality and timely information sharing. Provide user support and system training to the staff on ODK or other forms of data collection.
  3. Support and maintain MSDL web applications.
  4. Assist in the regular implementation of performance tests of the IMS.
  5. Participate in coordination meetings with thematic leads on data collection and management improvement plans.
  6. Support the maintenance of the digital data filing system (local and cloud based)s.
  7. Assist in the development and management of Kobo/ODK form versioning and distribution.
  8. Assist in the design and development of reporting tools to support programme needs that includes writing SQL queries, stored procedures, functions, common table expression (CTE).
  9. Perform such other duties as may be required.

Required Qualifications and Experience

Education

  • High school diploma/certificate with at least five years of relevant professional experience;

​OR 

  • Bachelor’s degree in Programming, Data Science, Statistics, Economics or related fields from an accredited academic institution with three years of relevant work experience.

Experience

  • Preferably, experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.
  • Ability to meet deadlines and work under pressure.
  • Good level of computer literacy.
  • Personal commitment, efficiency, flexibility, drives for results.
  • Excellent communication and negotiation skills.
  • Ability to present clear and concise information.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

SKILLS

  • Good knowledge of Microsoft Excel, Microsoft SQL Server, and MySQL
  • Knowledge of PHP, OOP, Javascript, query, and CSS, is an advantage
  • Good knowledge is preferred in designing form using ODK Aggregate or KOBO Toolbox.
  • Knowledge of Adobe Illustrator or InDesign is an advantage.
  • Excellent writing skills and experience with creating design documents, specifications, and test plans.
  • Results orientated with good communication and interpersonal skills.

Languages

Fluency in English and Ukrainian is required.
