Job Title: Social Impact Content Manager

Estimated Period of Performance/Level of Effort: Long-term

Background

The USAID Ukraine Transformation Communications Activity (TCA) is a five-year Activity whose purpose is to partner with the Government of Ukraine (GOU), private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The objectives of the Activity are to equip USAID and its partners to conduct data-driven communications; increase the quality and quantity of strategic communications on reform dividends; and broaden the use of social impact content by Ukraine’s civic leaders and creative sector.  

General Provisions

The Social Impact Content Manager will be responsible for supporting TCA social impact media-related activities. They will play a critical role to manage project partners, ensure quality content, build capacity of industry stakeholders, coordinate consultants and technical assistance, and provide creative and impactful communications solutions in line with TCA’s objectives. 

This position is intended to take over some of the managerial tasks from the TV&Film Content Director position as well as additional tasks to assure better oversight of the projects’ production process, identifying grantee needs during the implementation process, quicker responses to grantee requests. This position will also be responsible for the organization of creative industry events, setting up tasks for subcontractors, ensuring PITCH UA’s web presence (possible cooperation with subcontractor). The Social Impact Content Manager reports directly to TV&Film Content Director. The Social Impact Content Manager will also perform tasks as determined by the COP, DCOP and Senior Programs Director. 

Principal Duties and Obligations (Essential Functions) 

As Social Impact Content Manager, the Employee is responsible for the following principle duties and obligations: 

  • Design social media content programs, including framework for grant competitions.
  • Directly oversee and manage a portfolio of social impact content grant activities, ensuring timeliness and quality control. Serve as a primary project liaison with partner organizations, experts, provide positive communications to encourage stakeholders while challenging them to deliver outstanding quality content, in accordance with TCA’s requirements.
  • Monitor grant milestones for completion, deadlines, quality, and budget control.
  • Verify audience data (YouTube, social media, internet coverage, TV ratings) provided by the grantees and, as appropriate, consult with grantees on their promotional plans to ensure maximum coverage.
  • Research the industry market and keep track of the market rates to inform media programming and partner outreach.
  • Verify rates submitted in the budgets (understands production budgets and knows how to verify them, for realism and reasonableness);
  • Assist the TCA Awards Team with pre-award risk assessment processes as necessary.
  • Through the permanent contact with the grantees, subcontractors, STTAs makes sure that TCA’s resources (both financial and consultancy) are used the best way possible;
  • Drafts Scopes of Works (SOW) for subcontractors, assist with solicitation preparation, and as requested, act as an evaluation committee member for tenders on any of TCA objectives.
  • Works with Awards Team to ensure faster preparation of grant agreements and thorough verification of the documents provided by the grantee (primarily budgets, teams, administrative chart etc.);
  • Organize (or coordinated the organization of) online and offline events related to social impact media, such as the Educational Platform activities, PITCH UA activities;
  • Coordinate with and monitor the work of external consultants.
  • As necessary, represent TCA at meetings and events.
  • Contribute to TCA deliverables and outcome reporting, such as drafting success stories.
  • Conduct routine assessments of implemented activities, write, and produce policy briefs, and other communications materials such as reports and briefings.
  • Participate in evaluation committees and other operational requirements of TCA as requested by the COP, DCOP, or other project leader
  • Work closely with the COP, DCOP, Senior Programs Director, and Team Leads on the design and delivery of objective initiatives and implementation of the work plan.    
  • Perform other duties as required or assigned.   

Required Skills and Qualifications:

To perform this job successfully, the Employee must be able to perform each essential duty, obligation and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills and/or abilities needed to perform the principal duties. 

  • University degree in digital marketing, film, journalism, communications, sociology, political science or related field required. Master’s degree preferred.  
  • Executive producer background and with knowledge of the production process is an ideal candidate/preferred
  • Minimum five (5) years of relevant experience in areas such as social impact content, media production, media relations, strategic communications, conducting media outreach, and/or experience with audience segmentation strongly preferred.
  • Proven knowledge of local and international media organizations and production companies implementing relevant activities in-country, as well as key governmental actors and stakeholders, with an up-to-date understanding and knowledge of the political environment and social conditions in the country is an advantage.  
  • Experience organizing online and offline events, preferred.
  • Experience with advertising, media buys, targeting demographics, and social media monitoring, google and facebook analytics, preferred
  • Skills of website establishment and administering, preferred.
  • Excellent interpersonal and diplomatic skills in the context of interacting with international and Ukrainian government officials, civil society organizations, agency representatives, and staff members
  • Demonstrated leadership, versatility, and integrity 
  • Ukrainian, Russian, and English fluency, with excellent presentation skills and strong ability to communicate clearly and concisely in writing in all languages
