IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 145 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES Ukraine is seeking a Senior Digital Innovation and Cyber Education Consultant to developing and coordinating projects and training materials in cybersecurity and digital transformation, providing expert briefings and consultations, and fostering stakeholder relationships, while also delivering educational content and innovative tools through various formats including workshops, e-learning courses, and media productions to perform the tasks outlined below.

MAIN DUTIES AND RESPONSIBILITIES:

  • Liaise with program and/or operation staff to develop actionable projects and trainings.
  • Liaise with beneficiary, recipient, and partners on IFES activities related to trainings in cybersecurity, use of tech for elections, and countering disinformation.
  • Analyze current and emerging trends in the cyber and digital tech industry.
  • Lead upon IFES request project activities on cybersecurity, cyber-hygiene artificial intelligence, media literacy, and other digital transformation related topics.
  • Drive public events (clusters, round-table discussions, webinars, workshops, etc.).
  • Lead the development of training and briefing materials for various audiences.
  • Guide virtual and face-to-face trainings, workshops, hackathons, and presentations.
  • Lead concepts development, implementation and promoting media materials for IFES events.
  • Innovate approaches to measuring cyber awareness, cyber hygiene, and related skills among target audiences.
  • Lead the development of trainings for trainers (ToT), training modules, materials, and manuals on cybersecurity, cyber-hygiene, digital transformation, artificial intelligence, media literacy, and related topics.
  • Innovate content for new online and offline courses and adapt existing courses.
  • Lead implementation of e-learning cybersecurity, cyber-hygiene, digital transformation, artificial intelligence, media literacy, and other thematic courses.
  • Lead simulation games development and crisis modeling.
  • Guide technical advice on designing and implementing training materials.
  • Lead curriculum development for universities, educational and other institutions.
  • Mentor universities and other organizations on development curriculum for the courses on cybersecurity and/or election digital transformation.
  • Lead the development and delivery of ToT, including the development of training methodologies.
  • Mentor IFES trainers on extension of their knowledge and skills on cyber and digital transformation thematic courses.
  • Strategize the development, preparation, conduct and reporting of trainings based on the BRIDGE methodology.
  • Drive research in election digital transformation and cybersecurity, including developing skills and competencies of target audience in cybersecurity, cyber hygiene, and other related areas.
  • Analyze legislation and provide opinions on cybersecurity, digitalization practices.
  • Lead the development of publications, reports, and analytical materials with IFES teams and other experts.
  • Liaise with various cybersecurity and digital transformation stakeholders.
  • Guide on developing workflows and SCRAM management with the modern ICT tools for beneficiary.
  • Lead initial consultations, peer reviews, or expert opinions on specific subject issues.
  • Represent IFES at official events when requested.
  • Travel on behalf of IFES when requested.

Deliverables

  • Assessment, Research, Recommendation, and/or Training Programs on digital transformation and cybersecurity.
  • Draft reviews, briefs, opinions on ICT technologies, digital transformation workflows, and cybersecurity issues.
  • After-Action Reports summarizing observations, successes, lessons learned, and recommendations.
  • Package of training materials, including agendas, curricula, PowerPoint presentations, facilitator’s notes, handout materials, and pre- and post-training assessments.
  • Reports documenting outcomes and insights from trainings, meetings, working groups, and other events.
  • Notes and summaries from meetings and interviews with stakeholders.
  • Articles, blog/editorial columns, and media contributions.
  • Made and/or promoted media materials.
  • Video broadcasts and photo of events.

EDUCATION and QUALIFICATIONS

  • Bachelor’s Degree in law, economics, public administration, computer science, cybersecurity or other related fields. Master’s degree preferred;
  • Minimum of 9 years of relevant work experience in developing and conducting trainings in elections, electoral law, cybersecurity, digital transformation of electoral sphere and other related fields;
  • Participation in at least 5 trainings for trainers in the sphere of elections and law. Individual accreditation according to the BRIDGE methodology would be an asset;
  • Provide evidences of proven expertise in the references format in developing training materials and methodologies in the spheres of elections, cybersecurity, and digital transformation in Ukraine;
  • At least 3 years of experience in coordinating activities/events in the field of elections and/or cybersecurity of election administration, digital transformation;
  • Demonstrated ability to conduct research and analysis in election cybersecurity and/or digital transformation. Having publications in the related field would be considered as an advantage;
  • Professional experience of working with international organizations, technical assistance programs, public authorities, and/or non-governmental organizations in Ukraine is an asset.

LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required. 

TRAVELTravel may be required.
