DAI is seeking highly qualified candidates to occupy full-time Gender, Equity, and Social Inclusion (GESI) Advisor position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

PROJECT BACKGROUND 

The Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include: 

  • Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses. 
  • Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level. 
  • Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery.  

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy. 

 POSITION DESCRIPTION 

 The Gender, Equity, and Social Inclusion (GESI) Advisor will work closely with the Chief of Party (COP), Deputy Chief of Party (DCOP), and other project leadership to ensure GESI-related considerations are effectively mainstreamed and integrated throughout Pro-Integrity technical, grants, and monitoring, evaluation, and learning (MEL) activities. S/he will work to identify, design, implement, and monitor initiatives that benefit women, young people, LGBTQI+ persons, and other marginalized groups. The GESI Advisor will identify approaches to address gender gaps and other GESI-related issues that hinder Pro-Integrity implementation and recommend and support opportunities to empower vulnerable groups.   

 KEY DUTIES & RESPONSIBILITIES 

  • Ensure all Pro-Integrity activities deliberately consider and incorporate GESI considerations. 
  • Build the capacity of other project team members to identify needs and opportunities for and to implement and monitor GESI interventions.  
  • Develop and implement strategies and plans, in coordination with the COP, DCOP, and other project leadership team members, to guide inclusion efforts, and periodically review and update intervention designs based on lessons learned. 
  • Support the development of research questions and MEL indicators and contribute to the design of data collection and verification strategies that reflect the socioeconomic, gender, age, and other conditions of the contexts in which Pro-Integrity is implemented. 
  • Coordinate with MEL and communications staff to monitor, measure, and report on Pro-Integrity GESI activities.  
  • Participate in annual portfolio reviews to assess GESI impacts as part of the project’s overall adaptive management approach. 
  • Support the Pro-Integrity team and subcontractors and grantees to identify opportunities to integrate GESI into tools, strategies, and processes used by the project and its partners to achieve improved social inclusion outcomes. 
  • Work with project grantees to develop and refine GESI plans detailing specific mechanisms for participation of youth, women, and marginalized groups in grants activities. 
  • Contribute to project reporting, work planning, communications, MEL, and collaboration, learning, and adaptation (CLA) actions/tasks.  
  • In coordination with the communications team, develop communications materials to disseminate new resources, efforts to promote GESI, lessons learned, and success stories. 

 QUALIFICATIONS 

  • A bachelor’s degree in a relevant field of study, such as gender, sociology, or international development required (or an equivalent combination of education and experience). 
  • A minimum of nine (9) years of relevant professional experience, including substantive prior experience conducting analyses, assessments, and research and designing, implementing, and managing GESI-related strategies, plans, and/or activities, ideally in the context of donor-funded development programs. 
  • Demonstrated experience developing GESI-related indicators and supporting related MEL and CLA activities, including demonstrated experience in qualitative and quantitative research methodologies. 
  • Prior experience working on USAID-, FCDO-, or other international donor-funded development programs strongly preferred. 
  • Strong interpersonal communication, analytical, and writing capacities.   
  • Demonstrated proficiency with MS Office applications, including Word and PowerPoint, required; additional demonstrated proficiency in the use of graphic arts/design, data visualization, and/or other applications relevant for the development of communications products preferred.   
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English strongly preferred.
