The Program Summary

Building on the successes and lessons learned from the implementation of the Locally led, Inclusive and Versatile Emergency Support to Conflict Affected Populations in Ukraine program (LIVES)  as well as Private Funding supporting a Rapid Response Mechanism (RRM), Mercy Corps Ukraine will continue to work with CSO partners to deliver a comprehensive package of emergency assistance to the most vulnerable conflict-affected individuals and communities in Ukraine. Partners deliver multi-purpose cash assistance (MPCA), in-kind food and non-food assistance, and other key sectors, particularly livelihoods, protection, and psychosocial support.

The Position

The Senior Humanitarian Program Officer will support local partners ensure smooth, efficient, and effective implementation of the program. The Senior Program Officer provides technical support to other program team members and ensures adherence to quality standards across the portfolio of partners. A particular focus of the role will be overseeing issues related to partners which span multiple program areas of operation. The Senior Humanitarian Program Officer effectively delegates teamwork, manages time, and builds the capacity of Officers they manage.

Essential Responsibilities

Program Management

  • Identify, build, and manage collaborative partnerships with local partners, local governments, and other stakeholders.
  • Oversee the internal partner selection processes and review committees when relevant, including contributing to the development of technical selection criteria.
  • Ensure that Mercy Corps’ humanitarian mission and principles are clearly communicated and understood by partners
  • Attend Cluster meetings, stay aware of, and ensure partner align with best practices according to Clusters, Mercy Corps, and other quality standards for humanitarian programming
  • Ensure fair and transparent program participant selection processes are established by partners and shared widely to participants
  • Work closely with local partners to develop work plans, including registration and distribution plans, as well as other program tools that guide project implementation.
  • Support in updating and maintaining SoPs and other guidance notes and files
  • In close coordination with the MEL and security teams, plan for and conduct partner monitoring and assessments as needed (including population movements, needs assessments, market price surveys and market assessments); ensure activity reports to record lessons learned and provide recommendations to improve programming, and file these in a timely fashion
  • Contextualize the partner performance and quality criteria defined by Mercy Corps.
  • Review narrative reports of local partners to ensure implementation is on track and collaborate closely with subaward and MEL teams to track alignment of partners’ activities with expenditures.
  • Work closely with the CARM and MEL teams to aggregate and analyze data to both influence programmatic decision making and contribute to reports to the donor and/ or MC stakeholders at HQ or in the region.

Team Management

  • Supervise Program Officers or Assistants.
  • Provide support and training in all their activities.
  • Assist in the development of their professional skills.
  • Conduct staff evaluations as appropriate.
  • Ensure the team follows security and operational guidelines in travel and activity planning.

Security

  • Ensure compliance with security procedures and policies, working with Partnerships Team to ensure duty of care to partners.
  • Contribute to creating a secure environment for team members.
 Safeguarding responsibilities 
  • Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.

Accountability

Reports Directly To: Humanitarian Program Deputy Manager

Works Directly With: Programs, Partnerships, MEL, CARM, Subawards & Compliance, Finance, HR, GESI, Protection Operations and Security Teams

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills
  • Diploma or University Degree in international studies, social, economic or another relevant field is desired.
  • Minimum 3 years of relevant work experience; at least 2 years of experience working in a non-governmental organization (NGO) or CBO focused on humanitarian assistance, relief or development work is desirable.
  • Willingness to travel to field locations for program monitoring and partner support (pending security approval).
  • Demonstrated ability to meet deadlines and work independently and cooperatively with team members in a cross-cultural environment is required.
  • Excellent interpersonal and communication skills: Ability to interact effectively with project partners, local stakeholders and community members.
  • Familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required
  • Excellent oral and written Ukrainian and English is required.
  • Knowledge of Sphere standards and other training in humanitarian response preferred.
Success Factors

Must be a driver of localization, capacity sharing and partnership approaches with partners at a local level. The position holder should have strong multi-tasking, organizational, and prioritization skills, as well as attention to details. A demonstrated ability to work quickly, accurately, meet deadlines, and process information in support of changing program activities is necessary. Ability to coordinate with different members/levels of a team. Ability and willingness to travel within Ukraine, including in areas of program implementation in eastern Ukraine, security permitting.

Living Conditions / Environmental Conditions

During the field trips living conditions will be adjusted to the field conditions.
