Position: Project Coordinator, Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP)

Line Manager: NPA Operations Manager

The position requires a person with experience in mid- to senior-level coordination and planning related to the implementation of humanitarian projects, as well as proven experience in overseeing field operations and complex logistical support for said operations. The EORE/CPP Project Coordinator must have experience in coordinating multiple concurrent project activities related to training, managing project deliverables implemented by partner organizations, conducting training/instruction including training-of-trainers, overseeing the fulfilment of complex procurement plans, and liaising with key government authorities and other stakeholders. The EORE/CPP Project Coordinator should have a background in project management, education, protection, or a related field. The position also demands a strong understanding of information management, with previous experience managing the collection, collation, and analysis of operational data data. 

The EORE/CPP Project Coordinator should demonstrate excellent interpersonal and communication skills, leadership and personal responsibility, and the ability to communicate effectively with team members (international and national personnel) of varied work styles. The EORE/CPP Project Coordinator must be able to follow procedures and meet deadlines. Proven ability to learn quickly, take initiative and be accountable for results, multi-tasking, prioritizing, and simultaneous attention to detail are key to the successful fulfilment of this role. A high professional standard of work ethics, as well as the willingness and ability to enforce compliance with NPA and donor policies are essential. Lastly, the EORE/CPP Project Coordinator must be a natural problem-solver, able to take adversity in stride and come up with proactive, creative, and effective solutions as challenges arise.

  • Ensure a safe workplace and protect property and equipment from damage.
  • Contribute to methodology development.
  • Any other task or duty as assigned by the NPA Ukraine Programme Manager (PM) and/or Operations Manager (OM).

Principle Responsibilities:

  • Report directly to the NPA Ukraine PM and implement both Explosive Ordanance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) and programme tasks under the direction of the OM.
  • Represent the NPA Ukraine as the country programme’s EORE and CPP focal point and follow up critical programme management issues.
  • Responsible for overseeing, organizing and coordinating all EORE and CPP field operations and related activities in the Ukraine, under the supervision of the Ukraine OM.
  • Coordinating all NPA Ukraine-supported EORE and CPP partner activities in Ukraine, including (but not limited to) partner procurement, logistics, human resources, field operations, and monitoring, learning and evaluation.
  • Assisting in the development of NPA Ukraine’s EORE and CPP frameworks,SOPs, methologies, safety messages, training approaches, and materials.
  • Support the NPA Ukraine country programme with coordination and liaison with national and international stakeholders.
  • Organize and deliver EORE and CPP training activities, primarily focused on the provision of Training-of-Trainers (ToT) to partner beneficiaries.
  • Manage internal EORE/CPP programme administration, logistics, and procurement processes.
  • Management of key project data in coordination with, and with support from, NPA Ukraine’s Information Management (IM) team and CPP IM focal point.
  • Daily management of NPA Ukraine programme files and project documentation, both physical and electronic.
  • Maintain EORE and CPP equipment/materials stores and an up-to-date inventory of programme assets.
  • Participate in the assessment of potential new partners for NPA Ukraine EORE/CPP projects.
  • Assist the in the negotiating process with government authorities and potential EORE/CPP partners regarding MOUs, contracts, agreements, implementation plans, and budgets.
  • Conduct Quality Control (QC) visits of all EORE/CPP field projects.
  • Prepare internal and external reports, analysis and data.
  • Any other reasonable task, conducive to the safe and efficient running of the programme, as detailed by the NPA Ukraine PM and/or OM.

Additional Responsibilities:

  • The holder of the position is to abide by the policies set by Norwegian People’s Aid (NPA), the NPA Programme in Ukraine and to represent the organisation in a loyal and responsible manner.
  • Strictly adhere to NPA’s rules regarding the confidentiality of information.
  • Five years’ experience within the humanitarian sector.
  • Experience in project planning, implementation, follow up and proven analytical skills is essential.
  • Experience in planning and conducting trainings in the field.
  • Practical experience in Monitoring and Evaluation.
  • Working knowledge of Ukraine, understanding of its social, political, security, and economic context.
  • Sound understanding of project cycle management in international development.
  • Written & verbal proficiency in English, Ukrainian, and Russian are required.
  • Very good computer skills essential.
  • Experience of using GIS an advantage.
  • Full driving licence.

Education:

Must have:

  • At least an undergraduate degree in a related field.

  • Leadership skills and the ability to make decisions.
  • Systematic and organized in approach, with ability to work on own initiative including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure.
  • Ability to meet deadlines and work calmly under pressure with limited supervision.
  • Ability to adapt to difficult and complex conditions and work in remote areas.
