The Position:

Under the supervision of Programme Management Specialist, Programme Management Associate supports the design, planning and management of UNFPA’s country programme by managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations

UNFPA, the United Nations Population Fund, is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. The Fund operates globally since 1969 in more than 150 countries and territories. UNFPA focuses on women and young people, because these are the groups whose rights are often compromised. UNFPA has been active in Ukraine since 1997.

In accordance with the organisational mandate and national development priorities of Ukraine, UNFPA implements a country programme of technical assistance to Ukraine for 2018-2022. Among several priorities, the country programme seeks to contribute to the development of a robust national system of response and prevention of gender-based violence (GBV), establish functional intersectoral coordination and accountability mechanisms, and enhance institutional capacities at the national and regional levels to ensure that majority of gender-based violence survivors seek and have access to good quality survivor-centered services, and Ukrainian society finds GBV unacceptable.

Since the start of the war in Ukraine on 24 February 2022, more than 10 million people had been forcibly displaced with more than 3.7 million fleeing to the neighboring countries out of which the majority are women and children. GBV risks sharply increased due to military activities, massive displacement of population, and deteriorating security situation in a country where the prevalence of various forms of GBV was already high (the 2018 OSCE survey revealed two-thirds of women experiencing either sexual, physical or psychological violence since the age of 15 years) before the war. With the growing number of reports and anecdotal evidence on conflict-related sexual violence, threats of trafficking for sex, sexual harassment and other forms of violence, strengthening coordination for GBViE prevention and response was prioritized by the UNFPA, the lead agency in support of the GBV Sub-Cluster.

The Gender-Based Violence Sub-Cluster (GBV SC) was established in 2015 under the Protection Cluster to deal with Gender-Based Violence in humanitarian settings.

Job Purpose:

Under the supervision of the Programme Management Specialist is primarily responsible for the provision of integrated programmes and operational support to deliver the results of UNFPA programme activities.

Programme Management Associate supports the design, planning and management of UNFPA’s country programme by collecting and analyzing data to assist programme planning and policy advocacy, managing processes and organizing resources to support the programme delivery in line with UNFPA programme policy and procedures, and support programme management, in the areas of population development, reproductive health, health system response to GBV, including reproductive health commodity security and other areas covered by the UNFPA mandate.

Programme Management Associate applies established systems and procedures and assists in creating knowledge by compiling, synthesizing, and analyzing information relevant to reproductive health issues and emergencies. S/he is instrumental in facilitating programme/ project implementation using and developing appropriate mechanisms and systems and ensuring compliance with UNFPA procedures.

The major attention of the Programme Management Associate will be focused on the implementation of the Project “WE ACT 2: Women Empowerment Action”. The overall project objective is to strengthen women’s economic opportunities and resilience during the emergency crisis prompted by the full-scale Russian invasion to Ukraine.

You would be responsible for:

Participating in the formulation of the programme components, by compiling and analysing information relevant to the UNFPA’s role in the country, drafting project documents and work plans and preparing spreadsheets and statistical data.

Contributing to the evaluation of project and programme activities, supporting establishing and implementing mechanisms to systematically assess the achievement of results; conducting field visits under guidance and support; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.

In coordination with national counterparts and project personnel, guiding routine implementation of assigned programme support activities, coordinating the delivery of project inputs, including procurement, and ensuring participation of national counterparts in training activities and study tours.

Providing logistical support to projects by coordinating project-related meetings, workshops, and events.

Supporting advocacy and resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assisting with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events.

Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning.

Qualifications and Experience:

Education:

Bachelor’s Degree in Social Sciences, International Relations, Gender Studies, Project Management, Finance, Business Administration or a related field is required.

Knowledge and Experience:

Minimum 5 years of professional experience in project management, social protection work, humanitarian response or related area;

Experience with an international organisation or multilateral technical assistance project is required;

Experience in supporting programme management in humanitarian context and/or UN agencies would be an advantage;

Experience in effectively working with stakeholders from the governmental and non-governmental institutions involved in social development work at the national or regional levels is required;

Excellent self-organisation and proactive attitude to work;

Knowledge of UN procedures and working methods is an advantage;

Proficiency in MS Office package, Google applications and teleconferencing tools;

Strong interpersonal and organisational skills, ability to multitask and be detail-oriented;

Good written and verbal communication skills.

Experience in the organization of workshops, seminars, and conferences, involving international organizations and national and regional stakeholders is required.
