Program Analyst/Manager,  Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine

 

Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption effort, and reduce citizen tolerance to corruption.

Position Summary: 

Program Analyst/Manager will be responsible for both design and management of implementation of civic engagement and youth activities as well as timely provision of program support (analytical, research and content drafting) to all program activities. The Program Analyst/Manager will ensure coordination and effective sharing of information and resources in-between all program branches. The Program Analyst/Manager will primarily focus on the production of diverse types of analytical materials and research pieces. In addition to that, in close collaboration with the Objective 3 Lead, Project Analyst/Manager will focus on ‘promoting a culture of zero tolerance for corruption in Ukraine’.

The Program Analyst/Manager will also be responsible for focusing on design and implementation of activities targeted to youth between the ages of 15 and 24 in collaboration with the SACCI Civic Engagement and Youth Manager.

The Program Analyst/Manager will work cooperatively with all project staff, short-term associates and partner organizations to contribute to the overall success of SACCI program.

The Program Analyst/Manager will report to DCOP with the ultimate supervision of COP and will work closely with the entire SACCI team to plan, coordinate, implement, track and provide management oversight of program activities.

Responsibilities:

Analytical work and knowledge management

  • Search and analyze data from online and offline sources and produce summary information pieces on themes specified by the SACCI COP, DCOP, M&E focal point and Team Leads.
  • Monitor (daily) the progress on / news regarding international and national commitments of Ukraine in the field of anti-corruption. This includes but is not limited to processes under GRECO, OECD ACN, UNODC, and developments in Ukrainian legislation.
  • Produce memoranda, fact-sheets, talking points, briefs, information bullets and other analytical materials to support the activities of SACCI and as requested by USAID.
  • Support the SACCI team in preparing the quarterly / annual report and the political economy analysis (PEA) as appropriate.
  • Manage the SACCI program knowledge database and serve as the institutional memory of the project regarding locating information already produced. Ensure facilitation of knowledge building and management.

Partner relations and grants

  • Assist SACCI with building and maintaining rapport with national and regional partners and grantees.
  • Upon request, initiate and engage in field visits / site visits to SACCI partners and grantees to gather material for reporting, publicity and promotional activities.
  • At the stage of grant development, assist with grantee negotiations; participate, as requested, in grant selection procedures and collecting additional information necessary for the final decision-making process.

Program management

  • Develop and maintain strong relationships and cooperation with relevant counterparts, beneficiaries and stakeholders and seek to engage them in the SACCI activities.
  • Support networking and collaboration among constituency-based, non-governmental actors (civil society organizations (CSOs), youth groups and activists, professional associations, etc.) that work in the anti-corruption related areas. This also includes supporting communication among the members of the networks through social media, newsletters and other innovative products.
  • Build, through training and mentoring, capacity and skills of the constituency-based, non-governmental actors to engage citizens and target groups in anti-corruption activities.
  • Contribute to assessing citizen and youth awareness and engagement into anti-corruption activities in Ukraine and translate findings into SACCI activity programming.
  • Contribute to the design, implementation and supervision of SACCI’s anti-corruption initiatives for youth groups and other CSOs.
  • Contribute to the design of the SACCI grants program to CSOs, participate in the selection and work planning process and provide technical oversight and quality assurance of the projects implemented by grantees.
  • Assist with organizing SACCI public events, such as workshops, round tables, training, etc.
  • Contribute to the development of high-quality SACCI project documents and deliverables as well as analytical research.
  • Collaborate with USAID and other development stakeholders to jointly design and implement anti-corruption programs/activities for engaging youth and CSOs.
  • Demonstrate diplomacy and leadership to foster an atmosphere of teamwork productivity, creativity, fairness, equity, and innovation, and support for diversity.
  • Collaborate with the SACCI team on achieving results and reaching targets.
  • Implement other relevant activities and tasks as required.

Contribution to public events

  • Assist in designing presentations, speeches and talks and conduct other preparatory work for public events and engagements of SACCI team on the programmatic side.
  • Assist the Monitoring, Evaluation and Learning Manager in managing the SACCI Solutions Hub, which may include but is not limited to pre-selection of ideas / themes for processing, connecting to national and international subject-matter experts, summarizing ideas discussed in the Hub.

Qualifications:

  • Higher degree, preferably in public administration, political science, communications, or other relevant areas.
  • Knowledge and experience working on issues related to community engagement in anti-corruption activities such as public awareness and social accountability (experience in working with youth will be an advantage).
  • Familiarity with the Ukraine anti-corruption reform agenda.
  • Minimum 2 years of experience working with project management, CSOs, event management.
  • Prior experience with USAID-funded or other international organization project is considered an asset.
  • Highly motivated, energetic, independent and self-starter.
  • Ability and wiliness to travel within Ukraine.
  • Strong communications skills – both oral and written.
  • Fluency in Ukrainian and proficiency in English required.
