Program / Department Summary

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people where they are: displaced inside Ukraine, refugees in Poland, Romania and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all of our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.  Mercy Corps is responding to the Ukraine crisis with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected by the Ukraine crisis within Ukraine.

Mercy Corps’ Crisis Analytics teams aggregate and analyze data to improve decision making and access in complex crises. The teams support our programming in Syria, Lebanon, Democratic Republic of Congo, and other locations. The teams directly contribute to data-driven decision making by layering information from primary sources, open sources and responders’ programmatic data, where it is analyzed by subject matter experts and data scientists. This analysis is grounded in Mercy Corps’ status as an operational NGO, keeping products constructive and relevant. Typical products and services range from informal briefings to weekly products, contributions to risk assessments, in-depth assessment of the political economy of a defined geography, deep dives on specific thematics, etc., ranging in themes from conflict to market systems to governance, in line with programmatic needs. In response to the complex humanitarian situation in Ukraine as well as the regional implications of this crisis, Mercy Corps has established a Ukraine Crisis Analytics team. The Ukraine Crisis Analytics team helps Mercy Corps make programmatic and operational decisions, based on analysis of humanitarian needs and access. The team will also provide insight into the regional economic and social impacts of the crisis, as well as the impact on humanitarian operations in contexts that are particularly vulnerable to the economic effects of the crisis.

General Position Summary  

The Assistant Data Officer will primarily support the Ukraine Crisis Analysis team by providing technical support and capacity building, with an emphasis on information and geographic information system (GIS) management.

The Assistant Data Officer will work in a dynamic and fast-paced team and will provide critical support to the Crisis Analytics team and the delivery of analytical products that enable a more effective humanitarian response. S/he will do this through the creation and management of datasets matched to predefined indicators. S/he will have the primary responsibility for identifying and preparing data for use in analysis and processes, as well as generating data and analytical solutions. S/he will also ensure that Ukraine Crisis Analysis products are supplied with timely and accurate data and maps.

The quality of their work will come from previous experience of developing mapping applications and tools, as well as proficiency in managing large data sets of primary and secondary sources. They will identify areas of analysis and integration of quantitative datasets relevant to the team’s analysis. This will include, building and maintaining dashboards for presentation and analysis of the data to support the development of analytical products, and support with the interpretation of that data.

Essential Job Responsibilities 

Data Management and Analysis

  • Maintain and build large qualitative and quantitative data sets, cleaning and storing data appropriately. 
  • Identify new datasets and areas of integration relevant to the team’s objectives.
  • Plan, implement and manage as GIS programs and projects, and the corresponding data.
  • Assist analysts in the interpretation and presentation of data for products.
  • Build and maintain dashboards for internal use and for the external website, with the support from Crisis Analytics’ ‘big data’ partnerships,
  • Develop bespoke products to visualize data and findings, translating large amounts of highly technical data into digestible maps and graphics.
  • Collaborate throughout the analytical process with all colleagues in the team.
  • Support effective interventions in the areas of the assigned team’s focus, using integrated technology-based approaches.

Coordination

  • Support the maintenance of dashboards or dynamic analytical projects, ensuring products are suitably archived and improve user experience. 
  • Advise the team on potential improvements and innovations for product design, data use, infographics, or mapping.
  • Work closely with programme teams as requested, to understand their information needs, and provide timely and relevant advice.
  • Support new and ongoing Ukraine Crisis Analysis activities with best practice advice and assistance on assessment, implementation, research, and evaluation needs.
  • Assist fellow team members with information, tools and resources to improve overall team performance.
  • Support in identifying and addressing programme quality needs, and make sure to address them with technology, processes and by collaborating with the rest of the team to problem solve. 
  • Identify and support the development of inter-organizational relationships to facilitate access to third-party data sources.
  • Develop and maintain an awareness of humanitarian principles, international humanitarian law and Mercy Corps’ culture and values. 

Representation

  • Explain datasets, findings, and trends to their team, as well as the wider Mercy Corps Ukraine Response team.
  • Ensure that all aspects of data responsibility, protection, sharing, privacy and ethical manipulation, are upheld by all partners.

Administrative Support

  • Undertake various administrative tasks for the team, including logistics, travel, and procurement of the program are within MC policy and with the maximum benefit to the program.
  • Ensure all documentation is stored and organized appropriately.

Contextual Knowledge

  • Develop a comprehensive knowledge of the dynamics of the Ukrainian context, as well as the broader regional dynamics.
  • Leverage their understanding of the humanitarian and development sector, and their ability to meaningfully engage with the Mercy Corps programme teams, to identify trends and issues for the team to monitor and explore.

Minimum Qualification & Transferable Skills

  • Bachelors degree required, must have strong components in quantitative analysis, statistics, and/or data science.
  • 1-3 years of experience working in quantitative data analysis, GIS, economic modelling, computer science, or a related field. Experience in international development, especially in conflict sensitive analysis or programming, an asset.
  • Demonstrated skill and experience with basic statistical analysis is a must; advanced statistical programming and data visualisation skills are highly desirable
  • Demonstrated professional experience cleaning and storing data and information management.
  • Additional software and technical skills (e.g. database management, statistical programming, mobile technology, GIS software) and experience with AWS or other cloud computing technologies is highly desirable
  • Demonstrated familiarity with technical product design that supports programme design or decision-making, including user needs assessments, specifications drafting, etc is an asset
  • Demonstrated understanding and ability to engage with networks of information sources across different sectors, groups and locations.
  • Verbal and written English and Ukrainian skills.
  • Good understanding (verbal and written) of Russian desirable.
  • Competency in internet and Microsoft Office systems including Word, Excel, PowerPoint. 
  • Competency in social media tools including Facebook, Twitter, Whatsapp. 
  • Ability to work within a remote but highly dynamic team.
  • Experience working in a fast-paced environment with high-levels of collaboration.
  • Good knowledge of Mercy Corps is an asset.
