Pact accomplishes this by strengthening local capacity, forging effective governance systems and transforming markets into a force for development. Pact Inc. is implementing a USAID-funded project Public Health System Recovery and Resilience Activity. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups.

Background

Pact seeks two project managers to deliver support to the Ministry of Health of Ukraine (MoH) and its Office of Health System Recovery with a view to aligning national legislation in healthcare area with the relevant European Union (EU) legislation and directives. The Project Manager will organize, coordinate, and oversee the work of experts to ensure that national legislation meets the standards set by the EU to ensure a smooth transition process.

Duties and Responsibilities (Tasks)

• Coordinating the process of reviewing the national legislation on health and identifying areas that require alignment with the EU legislation.
• Advising national authorities responsible for health on how to ensure that their laws, regulations, and administrative provisions are in line with the EU legislation.
• Coordinating the process of conducting gap analysis between the national legislation and the EU legislation.
• Coordinating the process of developing recommendations on how to align the national legislation with the EU legislation.
• Advising national authorities responsible for health on how to implement the EU legislation and providing feedback as needed.
• Advising national authorities on drafting new legislation or amending existing legislation to align it with the EU legislation.
• Providing support during the negotiation process with the EU on health-related issues.
• Ensuring guidance on the best practices and providing training on how to implement the legislation.
• Establishing and ensuring effective communication with relevant ministries, committees of the Verkhovna Rada, professional associations in the healthcare industry, and other stakeholders on matters related to the European integration.
• Coordinating with the Project team and reporting to the Project on the performed activities as required.

Period of performance: May -September 2023 (no more than 10 days per month)

Deliverables

1. Ensuring that the Ukrainian legislation requiring alignment with the EU legislation is identified.
2. Ensuring that the analysis is carried out and its results are presented to demonstrate correspondence of the Ukrainian legislation on health to the EU legislation, as well as existing gaps.
3. Ensuring that recommendations and / or amendments are developed to bring the Ukrainian legislation in line with the EU legislation.
4. The necessary consultations with the national authorities responsible for health are held to advise them on how to implement the EU legislation.
5. The national authorities receive the necessary assistance in drafting new legislation or amending existing legislation to align it with the EU legislation.
6. Project managers’ activities are coordinated with the Project team, and the Project receives the necessary reporting as required.

Requirements:

• A degree in law, public health, public management, international relations, or a related field.
• Extensive knowledge and experience in the EU legislation on health.
• Excellent communication and interpersonal skills.
• Experience of working with the committees of the Verkhovna Rada of Ukraine, ministries, government authorities, etc.
• Good knowledge of English, both written and spoken.
