Job Title: Operations Officer
Reporting to: Programmes Manager
Contract Type: Full time (40 hours per week), 6 month FTC
Principal Location: Kyiv, Ukraine

Part 1:  Role Purpose:

Street Child is seeking a bilingual individual, who is fluent in both Ukrainian and English, and wants to join the Street Child of Ukraine team as an Operations Officer for its anticipated UHF-funded Education in Emergency project. This is a fantastic opportunity to become a member of a new and growing team that manages Street Child’s education-in-emergencies programme in Ukraine. The role will require a motivated and enthusiastic candidate to handle day-to-day programme’s financial, administrative, operational activities and support local partners in implementing humanitarian projects.

We are looking for candidates with a ‘can-do’ attitude and willingness to support wherever needed. This is a demanding role and is suited to individuals who enjoy being busy and involved in a variety of tasks. In return it is an excellent opportunity to gain valuable skills and experience in a globally renowned international development NGO. 

Part 2:  Key Responsibilities:

1) Project Delivery and Monitoring (60%)

  • Oversee and direct organisation’s administrative and financial processes, and oversee projects and budgets ensuring compliance to the local laws and donor requirements.
  • Communicate and cooperate with external parties, outsourced organisations on financial, legal, administrative matters
  • Prepare and submit the monthly financial reports to the Street Child UK office
  • Review and analyse financial reports and documentation submitted by partners and be a liaison person between Street Child Finance team and the partners
  • Support the process of submitting high quality reports in line with deadlines to key stakeholders and donors
  • Support Ukraine Programmes Manager in organizing programme’s activities
  • Act as a crucial link between local partners and the programmes team in Ukraine and the UK
  • Monitor and evaluate partners’ activities to keep track of progress in line with the work plan and budget, and ensure best practices are adhered to in project implementation
  • Provide technical and administrative support throughout all stages of programming

2) Partnerships & Capacity Building (30%)

  • Be able to organize and sometimes lead presentations, workshops or training sessions for partners, and support in preparing hand-out materials
  • Support the Ukraine Programmes Manager and capacity support partner in identifying and assessing partner training/capacity building needs
  • Provide support in identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development

3) Partnerships & Representation (10%)

  • Support the Ukraine Programme Manager to represent Street Child at stakeholder, donor, coordination meetings where necessary

  • Support the Ukraine Programme Manager to identify, build and sustain effective working partnerships with government and non-government stakeholders

4) Other

  • A strong commitment to Street Childs vision, mission, and values

  • Adhere to all Street Child’s policies and procedures

  • Able to represent Street Child appropriately both internally and externally

  • Carry out all reasonable requests that are within the broad remit of the role

 

Part 3:  Person Specification     

Attribute: Experience and Knowledge

Essential:

  • Work experience in humanitarian, development or similar sector

  • Experience in programme monitoring and evaluation

  • Experience working with Microsoft Excel, and other Office tools

Beneficial

  • Demonstrable experience working closely with national/local NGOs in Ukraine

Attribute: Skills and abilities

Essential

  • Critical thinking and ability to see a broader picture; ability to analyse different sources of information and provide informed judgment

  • Experience working with budgets, financial reports, and documentation

  • Knowledge of project management and planning

  • Experience on presenting information to a group of people, delivering presentations, workshops or trainings

  • Ability to communicate with a different audience in a clear sense and manner

  • Demonstrated experience to work under pressure and tight deadlines

  • Ability to work independently on a range of tasks and to take initiative to take on further responsibilities as appropriate

  • Excellent written and spoken Ukrainian and English language skills

  • Excellent organisational abilities and IT skills – essential to manage the role’s core information management, compliance and capacity support duties

  • A ‘can-do’ attitude
