#JO-UKR-11-SSM Safety & Security Officer  

Project Summary:  

CORE is an international NGO focused on emergency response. We are a dynamic, flexible, and fast-paced group of people. Our team in Ukraine is looking for a Safety & Security Officer. This person will join a team of experienced people focused on meeting the needs of affected communities; a team that listens to these communities’ needs; adheres to international humanitarian standards; works with both local, international, and institutional partners; and, above all, believes that speed saves lives.

The Safety & Security Officer will ensure that CORE staff and partners are working within an environment consistent with accepted minimum safety and security standards. This encompasses the development and implementation of security plans and mainstreaming the individual and collective sense of security and safety awareness and responsibility.
The Safety & Security Officer will be expected to plan organized times to field sites for relief program managers as part of their relief cycle from high-stress environments.
This role will be working closely with CORE’s Safety & Security global desk (S&S), and expected to communicate and receive training for the role remotely and in person with the ability to travel to courses in Ukraine to reach the expectation of the role.

Purpose of the position  

The Safety & Security Officer will ensure that CORE staff and partners are working within an environment consistent with accepted minimum safety and security standards. This encompasses the development and implementation of security plans and mainstreaming the individual and collective sense of security and safety awareness and responsibility.  

You will be responsible for:  

  • Collaborate with S&S comprehensive risk assessments to determine the risk to people and assets, including developing and implementing plans in close coordination with program teams to mitigate risk.
  • Upon completion of training and mentoring, will be able to manage the monitoring of the situation and identify trends relevant to the security situation and its potential impact on CORE programming and operations.
  • Provide initial and ongoing training to staff and partners as per the training plan coordinated with the S&S.
  • Manage security risks and activities in coordination with public law enforcement and other security agencies.
  • Liaise with S&S with upcoming specific security for events, VIP visits, or other occasions when Short Term Technical Assistance (STTA) is planned to occur.
  • Upon completion of training and mentoring implement security standards, procedures, policies, and contingency plans within the framework provided by CORE’s S&S.
  • Monitor and assess CORE’s policies, procedures, and programming to ensure compliance with internal and government requirements.
  • Work closely with program teams to ensure program activities are implemented in a safe manner to staff and have the ability to field supervise programs in times of relieving program staff for short periods.
  •  Manage, Coordinate, and report on responses to any incidents under S&S protocols for Ukraine.
  • Act as the safety and security focal point for all inquiries and requests from CORE HQ, regional office, and external partners

Job Requirements:  

  • Ability to work independently within the country team.
  • Understanding of programs in the humanitarian field. Project Management certification is a bonus
  • Clear and sensitive communicator with internal and external stakeholders in the field of safety and security as a representative of CORE.
  • Strong commitment to CORE’s central values and humanitarian principles.
  • Effective performer under extreme circumstances including stress, high-security risks, and harsh living conditions.
  • Demonstrated awareness and sensitivity to gender and diversity.
  • Experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner.
  • Capacity to make accurate self-assessment particularly in high stress and high-security contexts.
  • 3 years humanitarian aid experience.
  • English/Ukrainian fluency required. Other regional languages are a bonus
  • Demonstrated experience in developing tools, guidelines, and systems.
  • Qualifications and/or experience in professional security related fields.
  • Strong assessment, evaluation, analysis, and strategic planning skills.
  • Basic knowledge of Humanitarian/Human rights/Refugee Law.
  • First Aid Knowledge or a life sustaining level (CPR, EMT) with the ability to train staff in the field.
