FOR THE NATIONAL CONSULTANCY CONTRACT OF: National Consultant for Human Security Rapid Study, (Kyiv oblast)

  1. Duty Station of the Consultancy: Home-based (Kyiv oblast)
  2. Duration of Consultancy: Two months
  3. Nature of the consultancy: Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the National Project Officer (Cohesion) and in coordination with the Assessments Coordination Officer (DTM), the National Consultant for Human Security Rapid Study will be responsible for conducting the rapid study on the consequences of war on human security in two target hromadas under the project “Human Security Solutions in Ukraine” in Kyiv oblast, including the development of tools and implementation of qualitative data collection and analysis, and for developing draft assessment reports based on the data gathered during the study.
  4. Project Context and Scope: The intended outputs of the Consultancy are draft assessment reports describing the results of the research and data analysis as part of the rapid multi-sectoral gender-sensitive study on the war’s impact on human security. The study will assess political, economic, civil, social, and environmental challenges as well as opportunities to improve human security through context-driven and participatory approaches. The role of the National Consultant for Human Security Rapid Study will be to conduct qualitative research through Focus Group Discussions (FGD) and Key Informant (KI) interviews in two hromadas in Kyiv oblast (Bila Tserkva and Ivankiv). The findings of this research will be compiled by the consultant in draft assessment reports (one per hromada) to be further consolidated by an International Consultant for Human Security Rapid Study and to inform the implementation of the project.
  5. Organizational Department / Unit to which the Consultant is contributing: Response, Recovery, Resilience (RRR) Unit, Project Human Security Solutions in Ukraine (CS.1195)
  6. Category B Consultants: Tangible and measurable outputs of the work assignment :

Tasks to be performed under this assignment:

  1. Conduct a desk review of available human security-related policies, relevant documentation, and studies, both quantitative and qualitative, in Kyiv oblast, to further enhance the findings of the research to be conducted.
  2. Support the international consultant with context-specific knowledge to design the methodology of the research as well as the questionnaires for interviews, data collection tools, and workplan.
  3. Based on the tools and questionnaires developed by the International Consultant for Human Security Rapid Study, identify KIs and FGD participants, organize field trips and related logistics to target locations and conduct the data collection process.
  4. Prepare draft assessment reports for each location based on research findings and collected data.
  5. Provide recommendations on specific IOM interventions (approaches/models) that could help contribute to sustainable human security solutions and boost community engagement and participation in this agenda in Ukraine.
  6. Perform such other duties as may be assigned.

Consultant hired to deliver two initial assessment reports on a three-installment payment basis:

  1. First deliverable – Inception report, outlining the proposed KIs and FGD participants and confirming the understanding of the assignment, its goals, objectives, suggested research methodology, and tools to be used, and presenting a detailed work plan that will guide the research. Deliverable by email by Day 10. The first installment payment – 25% of the overall contract value.
  2. Second deliverable – Package with raw data from FGDs and KI interviews (transcripts and other relevant documents stemming from the research), two draft assessment reports (one per location) (10 pages), including executive summary (1 page), actionable recommendations (2 pages) in ENG and UKR. Deliverable by email by Day 25. The second installment payment – 50% of the overall contract value.
  3. Final deliverable – throughout: incorporating revisions from IOM to the reports. All the deliverables are ready for publication and presentation. Deliverable by Day 60. Final installment payment – 25% of the overall contract value.
  4. Performance indicators for the evaluation of results:
  • Inception report.
  • Package of raw data from research.
  • Draft assessment reports (2x 10 pages), executive summary (1 page), recommendations (2 pages) in ENG and UKR.
  1. Education, Experience and/or skills required
  • Master’s Degree in Social Science, Public Administration, Economics, or related field from an accredited academic institution and at least 5 years of professional work experience

OR

  • Bachelor’s degree with 7 years of professional work experience.
  • Thematic experience in human security components is required.
  • Data collection experience is required, especially experience with implementation of qualitative methods.
  • Good writing and analytical skills required.
  • Experience in community engagement, participation, and social cohesion is desirable.
  1. Travel required

Travel will be required in the locations targeted by the project (inside Kyiv oblast). The consultant is responsible for the associated travel costs and arrangements.
