Position Title: National Project Officer (WASH)

Duty Station: Vinnytsia, Ukraine

Classification: National Officer, Grade NO-A 

Type of Appointment: Special Short-Term, Nine months with the possibility of extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:  

The International Organization for Migration (IOM) is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).

Under the overall supervision of the Chief of Mission and the direct supervision of the Project Officer (WASH), and in close coordination with the other technical programme specialists, the successful candidate will be responsible for providing high-level WASH-related assistance to municipalities, collective centres, water utilities, national authorities, and any other organization dealing with IOM on its mandate to support IDPs. This includes site visits, reporting, BoQ drafting, and procurement follow up, amongst other tasks.

Core Functions / Responsibilities: 

  1. Assist in the coordination and monitoring of the operational, administrative and financial aspects of the WASH project in accordance with IOM policies and practices as well as donor’s requirements.
  2. Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
  3. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.
  4. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
  5. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
  6. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
  7. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
  8. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
  9. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
  10. Supervise and provide training and technical guidance to project staff.
  11. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
  12. Perform such other related duties as may be assigned.

 Required Qualifications and Experience

 Education 

  • Bachelor’s degree in engineering, architecture, public health, or other technical disciplines relative to the fields of Water, Sanitation and Hygiene, from an accredited academic institution with five years of relevant professional experience.
  • Master’s degree in the above-mentioned fields.

Experience  

  • Experience in the field of construction engineering and contract management;
  • Experience in design, planning and implementation of civil design construction and WASH projects.
  • Experience working with a non-governmental organization and/or international organization is an advantage

Skills 

  • Excellent knowledge of structural analysis and operating adequate software. Also, using design software such as AutoCAD and planning software such as MS Project.
  • Knowledge of applicable codes, policies, standards and best practices related to the project.
  • Good command of Geographical Information Software, such as ArcGIS, QGIS or equivalent will be considered a plus.

Languages

Fluency in English and Ukrainian (oral and written) is required.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
