Position Title: National Project Officer (Infrastructure Engineer)

Duty Station: Kyiv, Ukraine

Classification: National Officer, Grade NO-B

Type of Appointment: Special Short-Term, Six months with the possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission, the Programme Coordinator (Housing) and Programme Manager (Construction), the direct supervision of the Programme Manager (Construction), and in coordination with other technical programme specialists, the successful candidate will provide support to the implementation of IOMs efforts to improve living conditions of crisis-affected population across Ukraine.

The incumbent will be responsible for monitoring of housing and infrastructure projects, repairs and rehabilitations of damaged buildings, in coordination with relevant colleagues, partners and municipalities. Also, when required, she/he will support activities related to collective centres regarding infrastructure repairs and refurbishment. In addition, to following up on the work of contractors/labours.

Core Functions / Responsibilities:

  1. Participate in the development of high quality Infrastructure Engineering solutions, coordinate all infrastructure engineering activities at a given project site to facilitate effective completion of projects within timelines and budgets.
  2. Work with Line Manager to develop high quality infrastructure engineering systems, detailing implementation procedures, methodologies and guidelines for ensuring effective execution of project.
  3. Understand client requirements, conduct site studies, cost estimations, plan tendering activities, provide infrastructure engineering inputs for contractor evaluation for assigned projects.
  4. Plan for value engineering and risk management for sites and Infrastructure to help onsite construction teams to deliver infrastructure engineering solutions ensuring regulatory and compliance with standards.
  5. Implement standardized methodologies and procedures to ensure consistent and high quality work experience to consultants, contractors and clients across sites.
  6. Draft Infrastructure engineering calculations, project plans, designs, project specifications and project cost/budget estimates as required.
  7. Serve as the design resource for all matters related to Infrastructure engineering and provide feedback and team to be incorporated in drawings.
  8. Achieve a detailed understanding of the Contract documents (drawings and specifications), coordinate work with other disciplines such as architectural, mechanical, electrical and advice project managers as necessary.
  9. Prepare technical documents and assist in the receipt and review of contractor’s as-built drawings and technical submittals, validate design issues related to infrastructure, suggest alternative solutions and provide field drawings to contractors/project teams as required.
  10. Assist in the scope review of a project, budgeting and justification of change work order.
  11. Attend and participate in site meetings and reviews.
  12. Liaise with local authorities and ministerial agencies to assist in obtaining various permits and approvals during the design and construction stages.
  13. Review and make recommendations on the estimates prepared by the Cost Control concerning Infrastructure engineering and analyze periodic cost reports to monitor performance.
  14. Coordinate with any other department regarding any construction support that could be needed.
  15. Work closely with relevant internal units to support that HLP issues are considered and integrated in the unit’s response during all phases of the project.
  16. Ensure that program trackers are up to date and reflecting field activities correctly.
  17. Monitor implementation of construction activities at field and compliance with safety measures and visibility requirements of donors.
  18. Contribute as requested to the reports by providing inputs and data (including weekly, monthly, interim and final project reports), in addition to submitting regular progress reports.
  19. Conduct quality control and document progress of works on-site. Navigate changes and correction where necessary and needed. Document any changes from original designs and plans and coordinate closely with the programme management and procurement units.
  20. Adhere to the highest standard to IOMs policy on the Prevention of Sexual Exploitation and Abuse and verify implementation partner and contractor implement those standards to the same level.
  21. Participate in coordination of shelter/NFI related meetings with external stakeholders (governmental, other aid actors, affected population), cluster technical working groups as instructed by Program Manager and Program Officer.
  22. Ensure proper filing of documents according to data protection and confidentiality protocols.
  23. Perform site inspection and regular monitoring of rehabilitation works implemented by the contractors to ensure quality assurance and verify that works are executed effectively and efficiently, by complying with all technical requirements of IOM and Government authorities.
  24. Perform any other duties that may be required.

Required Qualifications and Experience

Education

  • Bachelor’s degree or equivalent in Civil Engineer or a related field in Ukraine with at least four years of professional experience.

OR

  • Master’s degree or Equivalent or Higher in Civil Engineer or a related field in Ukraine with at least two years of professional experience.
  • Certification as a licensed professional architect.

Experience

  • Experience in the field of construction engineering and contract management;
  • Experience in design, planning and implementation of civil design construction and WASH projects;
  • Experience working with a non-governmental organization and/or international organization is an advantage.
  • Proven experience in producing reports.
  • Comprehensive knowledge of multiple scales of Infrastructure Planning.
  • Experience in Infrastructure Planning for Government entities or similar activities.

Skills

  • Excellent knowledge of structural analysis and operating adequate software. Also using design software such as AutoCAD and planning software such as MS Project.
  • Knowledge of applicable codes, policies, standards, and best practices related to the project.
  • Proficiency in computer applications (MS Word, Excel, Outlook etc).
  • Versatile in the use of design-related software (e.g. AutoCAD, ArchGIS) and ability to prepare schedules/bills of quantities and cost estimates.
  • A sound and up-to-date knowledge of local construction techniques and materials.
  • Ability to work quickly and accurately and pay attention to detail.
  • Ability to meet deadlines and work under pressure.
  • Ability to present clear and concise information and good communication skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Conceptualizes and analyzes problems to identify key issues, underlying problems, and how they relate.
  • Ability to identify beneficiaries’ needs and to match them with appropriate solutions.

Languages

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

Fluency in English and Ukrainian is required (oral and written). It is valuable Russian knowledge.
