Context:
Under the overall supervision of the Chief of Mission and the Emergency and Stabilization Programme Coordinator, and direct supervision of Program Coordinator (WASH), the incumbent will be responsible for carrying out WASH project functions in accordance with IOM’s regulations, rules and procedures.
Core Functions / Responsibilities:
- Assist the WASH Program Coordinator in implementation and monitoring of the operational, administrative, and financial aspects of the WASH projects according to the agreed IOM WASH response strategy.
- Keep the WASH Program Coordinator informed on the status of WASH implementation through regular and ad hoc reporting.
- Participate in the development and adjustment of proposals, work plans, project budgets, Monitoring & Evaluation tools and standard operating procedures.
- Suggest possible intervention areas and opportunities to the WASH Program Coordinator.
- Identify operational, administrative, and financial gaps and suggest actions to improve implementation to the WASH Program Coordinator
- Implement quality control of all aspects of the programming, coordinating timely and accurate donor reporting and maximum donor/partner visibility.
- Work with experts, consultants, and other project participants to ensure that logistical arrangements and internal procedures for monitoring and reporting are well understood and implemented
- Support the WASH Program Coordinator to provide training and technical guidance to WASH staff.
- Per the request of the WASH Program Coordinator, participate in meetings, conferences and workshops related to the WASH programming.
- Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts on WASH matters. Ensure that effective communication and networking is developed and maintained through partnership and collaboration
- Undertake duty travel relating to project activities, monitoring and assessments, liaisons with stakeholders and troubleshooting.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Bachelor’s degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, Geology, Public Health or a related field from an accredited academic institution with at least two years of professional experience; or
- Master’s degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, Geology, Public Health or a related field from an accredited academic institution.
Experience
- Experience in humanitarian field is mandatory. WASH in emergencies is an asset.
- Experience with supervision roles for tasks of a similar nature to this assignment.
- Proven experience in project management, budgeting and record keeping.
- Proficiency in computer applications (MS Word, Excel, Outlook etc.).

Languages
Fluency in English, Ukrainian is required (oral and written). Working knowledge of Russian is desirable
