Location: Office in Kyiv, Ukraine with travel

World Council of Credit Unions seeks a Monitoring and Evaluation (M&E) Analyst for the Credit for Agriculture Producers (CAP) Project in Ukraine, funded by the United States Agency for International Development (USAID). The purpose of the position is to support Project M&E and administrative needs in the Kyiv office, in support of technical implementation throughout Ukraine.

About the Project:

CAP seeks to revitalize the credit union sector in Ukraine by creating a more transparent legal and regulatory framework for credit union operations in Ukraine to both promote growth and reduce risks, while improving access to agricultural finance for agricultural and rural micro, small, and medium enterprises through credit unions. Specifically, the project is expected to: (1) strengthen credit union regulator and market capacity; (2) advocate for an improved and updated legislative framework to meet European Union (EU) standards, enabling credit unions to compete with other financial institutions; and (3) address constraints preventing credit unions from expanding outreach and delivering high-quality lending to the agricultural sector.

Duties:

The M&E Analyst, under direct supervision of Lead M&E Specialist, will be responsible for conducting field visits to credit unions, verifying reported data, holding communication with credit unions, and supporting the Lead M&E Specialist with data quality assessments for respective project objectives and activities, and any other duties as assigned by the COP, Lead M&E Specialist, or Technical staff.

This is a full-time employment position and requires location in Kyiv with travel across Ukraine (pending security).

The M&E Analyst will report directly to the Lead M&E Specialist and the Chief of Party (COP), working closely as a member of a larger team to achieve program objectives by fulfilling the following duties:

  • Cross checks data reported by partner credit unions to CAP and to the Regulator;
  • Conducts field visits to credit unions (1-2 per month) mostly in the West of Ukraine, which include interviews with credit union management and cross-check of loan documentation against reported data;
  • Verify targeted use of the Liquidity Fund and check of loan documentation for compliance with Liquidity Fund requirements;
  • Identify gaps and inconsistencies in data collected from CAP partners and provide support to address them;
  • Based on field work, prepare reports with data analysis and recommendations;
  • Hold field visits to credit unions which received financial support for implementation of financial recovery plans, to verify progress and review recovery actions; prepare reports;
  • Support communication and feedback channels with partner credit unions and stakeholders;
  • Assess project data for compliance with USAID standards;
  • Contribute to various analysis and reports prepared by the CAP project, including analysis of the agriculture sector in Ukraine and on local level for partner credit unions;
  • Participate in CAP Project reporting activities (planned and ad-hoc) including quarterly and annual reports; and
  • Perform other compliance and monitoring duties as requested by the COP or DCOP.

Required Qualifications:

  • Bachelor’s degree in program administration, accounting, finance, statistics, or another related field;
  • Minimum 1 years of experience in financial institutions on positions related to loan management (banks; non-banking financial institutions);
  • Experience and/or good understanding of administrative procedures and regulations in international organizations, such as USAID or EU funded projects is preferable;
  • Experience in data collection, management, analysis, and reporting.
  • Excellent attention to detail, accuracy in carrying out assignments, promptness in proceedings, and providing quick feedback to the team;
  • Ability to meet deadlines, prioritize deliverables, structure work processes, and to work as a member of a team to reach a common goal;
  • Good communication and writing skills;
  • Native Ukrainian fluency, both written and spoken;
  • Ability to effectively communicate in English, with at least an intermediate level of written and spoken English;
  • Excellent computer skills, Microsoft Office proficiency especially in Microsoft Word and Excel;
  • Strong analytical and critical thinking skills;
  • Culturally sensitive and able to work with multiple stakeholders in Ukraine and understand their various positions/viewpoints.
