Background:

Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. 

Global Communities is seeking a qualified and experienced Local Government & Financial Management Expert for the USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance; cope with the crisis engendered by the invasion of Ukraine by the Russian Federation; and recover from the crisis and resume a positive trajectory of development.  

Job summary:

The Local Government Budget & Financial Management Expert (the Expert) will help DOBRE territorial communities (TCs) increase their effectiveness and efficiency in budgeting, financial management, procurement, and asset management systems and processes and develop Comprehensive Territorial Recovery Programs (RPs) and Recovery Plans. The Expert will work closely with the COP and DCOP on program design and implementation. The Expert will ensure quality control of program support provided to DOBRE partner ТCs in the technical areas described above. The COP and DCOP will supervise the Expert.  They will also monitor the work performed by Program Specialists and Officers, consultants, sub-awardees and other implementers related to the technical areas described above. The Expert will be based in Kyiv, Ukraine and report to the Deputy Chief of Party. The position may involve significant travel to DOBRE partner ТCs.

Responsibilities:

Specifically, the Local Government Budget & Financial Management Expert will:

  • Design and lead activities in the technical areas described above;
  • Supervise work of the Local Government Budget and Financial Management Specialist to implement program-related tasks;
  • Provide input to the DOBRE workplan and budget for all assistance activities in the technical areas described above;
  • Supervise the work of consultants/firms chosen to conduct work in the technical areas described above;
  • In close coordination with the Ministry of Communities, Territories and Infrastructure Development of Ukraine (the Ministry), support the development of RPs by selected TCs and Oblast administrations;
  • Support constructive working relations with the Ministry, other GoU bodies as appropriate, oblast administration and territorial communities;
  • Support constructive cooperation and engagement among donor programs and projects carrying out activities in the technical areas described above;
  • Lead the performance of tasks needed to implement DOBRE program assistance, including the selection of beneficiaries; the selection of consultants and firms to implement program activities; the development of Scopes of Work, evaluating proposals, monitoring implementation and ensuring quality control;
  • Visit TCs as needed to provide technical support and oversight over quality control of support activities;
  • Ensure that DOBRE methodologies and practices are properly documented and communicated to ensure recognition of DOBRE expertise, generate support for and advocacy of the legislative changes that are needed, based on DOBRE findings, and encourage the scale-up of the best practices; 
  • Coordinate with other DOBRE technical components to facilitate cohesion and synergies among program components and activities;
  • Support the MEL Team in gathering data;
  • Prepare reports on activities and contribute to the Weekly, Monthly and quarterly reporting of the program;
  • Develop other activities in these technical areas as appropriate and as approved by the COP;
  • Perform other duties related to this SOW as assigned. 

Key qualifications:

  • Master’s Degree in Public Administration, Business Administration, Finance or a relevant field;
  • A minimum of 7 years of experience working in local government budgeting and financial management or related field; prior experience working with USAID or other international donor-funded infrastructure projects, preferred;
  • Strong communication and analytical skills;
  • Successful track record advising local governments on budgeting and financial management or related issues;
  • Ability to establish strong working relationships with government officials, civic leaders, businesspeople and international donors;
  • Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively;
  • Demonstrated ability to work collaboratively with different teams in addition to the contractors, Local Authorities, community members during different project phases preferred; 
  • Experience working in a local government preferred;
  • Excellent organizational skills and ability to determine priorities and respect deadlines;
  • Relevant experience in capacity building;
  • Computer skills in MS office and Project Management software;
  • Ability to work under pressure and when necessary outside formal working hours and willingness to travel frequently to various localities.
