Job Description

Under the leadership of the line manager and in coordination with the LFS distribution coordinator as well as the cash and markets team, the purpose of the LFS Coordinator is to support and ensure that all LFS activities, especially the ones with a focus on supporting livelihood provisioning and protection for ensuring a basic economic and food production security are planned, implemented, monitored and reported according to NRC standards, procedures and national regulations. This could include in-kind distributions, nutrition-sensitive programming, sustainable agriculture and production, sustainable value chains, economic inclusion, as well as activities within LFS that implement Cash & Voucher Assistance (CVA).

Generic responsibilities

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines.
  • Implement delegated LFS project portfolio according to the plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
  • Support all LFS team members as per the project activities.
  • Ensure the development and implementation of high-quality programme activities.
  • Promote and share ideas for improvement and necessary changes in activities.

Specific responsibilities

  • Coordinate and lead technical assessments, participate when required to support evidence-based programming and support the identification of trends, technical standards and donor priorities.
  • Coordinate and support the distribution of LFS related inputs such as seeds and tools, cash and voucher assistance.
  • Ensure that the projects are directed to the target population as defined in the LFS strategy through clear and timely sensitisation of the planned activities to the communities.
  • Participate in field-level coordination activities with community stakeholders in areas of project implementation as directed by LFS PDM.
  • Coordinate activities with logistics and finance teams.
  • Support the line manager in drafting reports of any kind and contributing to proposals writing with development of work plan, budget, BoQs, list of activities
  • Provide specific technical inputs and contribute to the development of technical guidance when requested by the PM.
  • Provide regular progress reports including difficulties, lessons learned and execute the work plan as discussed with the line manager.
  • Ensure that information on reconciliation of deliveries of any inputs is transparent, up to date and complete by NRC guidelines and donor requirements.
  • Ensure safe and inclusive programming by facilitating data sharing for the proper flow of information management and integrated programming as required.
  • Contribute, in conjunction with the Monitoring and Evaluation Unit, to the provision of feedback, technical improvements, best practices and lessons learnt.
  • Support and actively cooperate in training other LFS staff in relevant areas
  • Always work with a gender and protection lens and ensure that environmental and nutritional sensitivity are incorporated into all LFS plans and activities.
  • Support and facilitate the development of an area-based emergency response strategy
  • Support the strengthening and expansion of NRC partnerships
  • Assist with any other duties assigned by the line manager as and when required.

Competencies 

1. Professional competencies

Generic professional competencies:

  • Studies related to the competency (business, financial inclusion, agriculture, development, nutrition, sustainability, employability, food security) are desired minimum at the university level.
  • Minimum 3 years of relevant experience within LFS, ideally from working on coordination or equivalent.
  • Demonstrated knowledge and skills in LFS related analysis, Cash and Voucher Programming (CVA), microenterprise business start-ups, savings and financing, and agricultural sector-based programs such as farming, agroecology, agribusiness, soil science, and nutrition.
  • Documented results related to the position’s responsibilities.
  • Excellent interpersonal and networking skills and the ability to liaise authoritatively with figures from the humanitarian community, local media, local government and army, and other relevant actors, when required.
  • Ability to work under pressure, independently and with limited supervision and in compliance with basic security rules.
  • Proven leadership skills.
  • Good understanding of humanitarian compliance vis-a-vis donors and accountability to donors and affected populations.
  • Good external representation skills.
  • Highest standards of ethics and integrity

Context/ Specific skills, knowledge and experience:

  • Previous experience from working in complex and volatile contexts.
  • Fluency in Ukrainian and Russian is essential.
  • Good proficiency in English, both written and verbal, is essential.
  • Willingness to work in demanding, stressful situations with respect for basic security rules.
  • Experience working with humanitarian organizations, the private sector, donors, or international agencies.
  • Experience working with vulnerable groups and ability to demonstrate conflict sensitivity.

  • Type of contract: national employment contract till 31.12.2022 (with possible extension)
