  1. Project Background and Summary:

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  • Improve health sector governance.
  • Support the transformation of the healthcare financing model.
  • Strengthen the health workforce.
  • Enhance transparency, accountability and responsiveness of the health care system.
  • Improve service delivery system at all levels.
  1. Objective

The Consultants will provide technical expertise to the local Healthcare providers to facilitate efficiency and quality improvement in healthcare delivery by assisting in strategic planning, autonomous management and quality improvement.

  1. Responsibilities:

The responsibilities of the Consultants on Strategic Management will include but will not be limited to the following:

  • Prepare training materials for Healthcare providers;
  • Conduct trainings/webinars on strategic planning for Healthcare providers which should cover:
  • Strategic planning aspects;
  • Practical work on strategic plans of Healthcare providers;
  • Establishment and functioning of supervisory/advisory/ oversight boards;
  • Development of M&E system, IT and MIS tools for data-driven decision-making;
  • Support in developing of strategic plans for Healthcare providers;
  • Support in M&E plans development for Healthcare providers;
  • Participate in working meetings with specialists, preparation of materials for working meetings (presentations, draft documents, etc.);
  • Routine communication with the healthcare providers regarding above-mentioned tasks.;

 The responsibilities of the Consultants on Operational management will include but will not be limited to the following:

  • Prepare training materials on operational management for Healthcare providers.
  • Conduct trainings/webinars on operational management for Healthcare which should cover:
  • Planning of financial resources and development and implementation of financial plan;
  • Procurement procedures and tools;
  • Business processes and operational procedures;
  • Quality management;
  • Support in developing of financial strategy and financial plan for Healthcare providers;
  • Provide technical assistance in capacity building activities for Healthcare providers;
  • Organize and participate in working meetings of specialists, preparation of materials for working meetings (presentations, draft documents, etc.);
  • Routine communication with the healthcare providers regarding operational management tasks.

 The responsibilities of the Consultants on Marketing and Communications will include but will not be limited to the following:

  • Prepare training materials on marketing and communications for Healthcare providers;
  • Conduct trainings/webinars on marketing and communications for Healthcare providers which should cover:
  • Marketing in the healthcare setting (marketing, digital and communication strategies);
  • Branding, brand book development;
  • Brand reputation and complaints management;
  • Communication/presentation skills development;
  • Planning and implementation of communication brand projects and health promotion activities;
  • Communicational standards for the reception and call-center;
  • Support in developing of marketing and communication strategies for local Healthcare providers;
  • Support in branding and brand book development;
  • Support in planning and implementation of health promotion activities;
  • Organize and participate in working meetings with specialists, preparation of materials for events (presentations, draft documents, etc.);
  • Routine communication with the healthcare providers regarding marketing and communications tasks.

The responsibilities of the Consultants on Human Resources, Motivation, Leadership and Change Management will include but will not be limited to the following:

  • Prepare training materials on human resources, motivation, leadership and change management for Healthcare providers;
  • Conduct trainings/webinars on human resources, motivation, leadership and change management for Healthcare providers which should cover:
  • HR management and motivation based on quality indicators;
  • How to increase the employees’ loyalty;
  • Internal communication and building a team;
  • Support in developing of human resources and motivation strategies for local Healthcare providers;
  • Support in developing of quality indicators for human resources for local Healthcare providers;
  • Support in planning and implementation of HR/team building activities;
  • Organize and participate in working meetings with specialists, preparation of materials for events (presentations, draft documents, etc.);
  • Routine communication with the healthcare providers regarding human resources tasks.

The responsibilities of the Consultants on Medical quality improvement will include but will not be limited to the following:

  • Conduct initial and follow-up trainings/webinars in the patient-centered delivery for Healthcare providers which should include:
  • Concept of the patient-centered delivery models,
  • Change management and leadership;
  • Conduct trainings/webinars in the new clinical guidelines for Healthcare providers which should include:
  • Concept of the clinical guidelines’ development,
  • Introduction of the new clinical guidelines,
  • Peer to peer communication,
  • Patient-focused service; communication with a patient and patient’s satisfaction;
  • Development of the materials for the trainings/webinars;
  • Provide technical assistance in operational management for Healthcare providers to improve quality of service and clients’ satisfaction;
  • Organize and participate in working meetings with specialists, preparation of materials for events (presentations, draft documents, etc.);
  • Routine communication with the healthcare providers regarding medical quality improvement tasks.
  1. Qualification requirements:
  • Master’s Degree in Medicine / Finance / Social / Healthcare administration / Management/ Marketing or other related disciplines;
  • Understanding of Ukraine’s health system and reform concept;
  • At least 3 years experience of work in Ukraine’s health system or in the international technical assistance projects in health sector;
  • Experience of work with local Healthcare providers;
  • Experience in guidelines, manuals development;
  • Experience to work as a facilitator and/or a trainer with big group of people.
  • Excellent organizational skills;
  • Good writing and communication skills in Ukrainian.
  1. Period of performance:

 February – December 2019

  1. Report requirements:

The performance report is to be submit on monthly bases. The report should include a list of performed activities, main deliverables, number of days spent. All the deliverables should be attached to the report as annexes.
