Global Communities is seeking a consultant for USAID-funded Decentralization Offering Better Results and Efficiency Program (DOBRE).

The USAID Program, “Decentralization Offering Better Results and Efficiency” (DOBRE), is a nine-year program, implemented by Global Communities and funded by the United States Agency for International Development. DOBRE has worked closely with 100 consolidated communities (CCs) in ten Oblasts of Ukraine to help them realize the benefits and meet the challenges brought by decentralization. DOBRE provides technical and material assistance to CCs to help them govern openly and accountably and meet the needs of their citizens; and supports citizens’ active engagement in decision-making and policy making. DOBRE’s support encompasses strategic planning; spatial planning; financial management; public service delivery; local economic development; capacity building; good governance practices; and gender- and youth-responsive policies. 

Since the beginning of Russia’s aggression against Ukraine, many communities have faced the problem of the sustainability and resilience of water supply and sewerage systems. Interruptions in energy supply, problems with fuel for transport, staffing problems increase the risks of interruption and low quality of water supply and sewerage services. The resilience of water supply services is important not only during hostilities, but also natural disasters such as floods, droughts, and others.

Therefore, the USAID DOBRE Program will support partner territorial communities in the recovery of water supply and sewerage, which will include technical support, training of specialists, assistance with the development of program documents, and in-kind assistance within emergency response projects, and local government service delivery recovery and/or improvement projects.

PRIMARY RESPONSIBILITIES / SPECIFIC TASKS:

The Water Supply Resilience Consultant will i) define the technical characteristics of the equipment needed to recover/improve water supply and sewerage services in territorial communities affected by the military aggression of the Russian Federation against Ukraine; ii) provide technical consultations during the development and consideration of tender proposals; iii) provide technical consultations on the development of program documents related to water supply and sewerage services; iv) organize training of representatives of the USAID DOBRE Program partner communities on modeling of settlements` water supply systems; v) conduct a series of online training events for territorial communities, provide individual consultations to the USAID DOBRE Program partner communities, and develop written recommendations for communities.

The consultant will work closely with Local Government Service Delivery Team and municipal authorities.

Purpose of the assignment: 

The purpose of the assignment is to support DOBRE partner communities in the recovery and improvement of water supply and sewerage.

Objectives and scope of the services:

  • Define the technical characteristics of the equipment needed to recover/improve water supply and sewerage services in territorial communities affected by the military aggression of the Russian Federation against Ukraine;
  • Technical consultations during the development and consideration of tender proposals;
  • Technical consultations on the development of program documents related to water supply and sewerage services;
  • Training for representatives of the USAID DOBRE Program partner communities on modeling of settlements` water supply systems;
  • Conduct series of online training events for territorial communities, provide individual consultations to the USAID DOBRE Program partner communities and develop written recommendations for communities.

  • 177 days

DELIVERABLES:

  • Technical recommendations and specifications for the equipment to be delivered within the Emergency Response Program and Local Government Service Delivery Component;
  • Up to 3 brief reports highlighting communities and DOBRE team support within the Emergency Response Program;
  • Up to 3 brief reports highlighting communities supporting within the Local Government Service Delivery Component;
  • Description of a training program on the creation of a model of water supply system in settlements;
  • Overview webinar on the creation of a model of water supply system in settlements;
  • Up to 3 reports highlighting the implementation of the training program for representatives of selected communities in modeling water supply systems of settlements and provision of individual consultations;
  • 3 webinars on the recovery and improvement of water supply and sewerage systems;
  • Some deliverables can be consolidated into the united report(s) if required.

 THE SELECTION PROCESS

DOBRE is looking for a consultant with the following knowledge and experience:

  •  Strong proven technical expertise in water supply and sewerage;
  • Proven ability to create models of water supply systems in settlements, select the most effective equipment in the field of water supply and drainage, and create specifications for the procurements;
  • At least five years of experience working on international donor programs;
  • Previous experience (or ability to demonstrate the capacity) of working with local governance in recovery and/or improvement of water supply and sewerage services;
  • Ability to work in a team according to established terms, good skills in time distribution.
