Project Name: UK Special Defence Advisor Project (SAD)
Job Type: Full time
Location of Position: Kyiv, Ukraine
Reporting to: This position will report to the Project’s Team Lead on all technical delivery matters, and directly to Alinea on contractual and billing matters.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, April 2024 – March 2025.
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian and Russian, English.

Project Description: SDA is two-year investment by His Majesty’s Government of the United Kingdom aimed at providing support to the Ukrainian Ministry of Defence and the Armed Forces of Ukraine, through a range of technical assistance and capacity building. This is provided primarily through four core Ukrainian CSO/NGO partners, and with the support of Alinea International on technical direction and the provision of international expertise.

The key programme objective is to strengthen defence systems and structures, improve military-industrial governance, and promote civilian security and democratic control over the AFU to help Ukraine effectively repel Russian aggression, counter Russian narrative, and eventually integrate into NATO.
About the Work: EDGE and Alinea are looking to recruit a Gender Team Lead that would manage gender component within the Pillar 3 of the Project and contribute to the inter-pillar coordination and planning of gender-related activities. Responsibilities and requirements, and the application process are set below.

The Role:

  • Lead and manage WPS/gender related component implemented through the Pillar 3 of the SDA project.
  • Manage a range of project delivery partners, including NGOs, working to deliver against specific project activities.
  • Coordinate and manage all gender-specific activities under Pillar 3 of the Project, including training and capacity building programs.
  • Ensure gender activities are structured and remain on track.
  • Complete gender-sensitive scan of interventions and partners and identify and manage any on-going or forecasted risks.
  • Provide leadership, technical support, and guidance to implementing partners.
  • Participate in regular management meetings and specific activity related meetings.
  • Liaise with team leads, CSOs, NGOs, gender advisers, senior and high-ranking members of national and international institutions, government, and non-government.
  • Contribute and produce relevant communications, both internal and external.
  • Support in the monitoring and evaluation of GESI and WPS initiatives.

Required Qualifications:

  • Ukrainian native speaker, fluent in English.
  • Based in Kyiv, Ukraine.
  • Advanced University Degree (Masters or Equivalent) in International Relations, International Security, International Development, Gender Studies, or related social science field.
  • Minimum of 5-6 years of experience working on gender issues in international development, international relations, peacebuilding and/or security sector reform.
  • Demonstrated knowledge of Women, Peace, and Security in Ukraine, with experience working with women’s NGOs in the country.
  • Excellent knowledge of advancing gender equality through international instruments and the development of national legal frameworks.
  • Knowledge and/or previous experience working with the Ukrainian Defense ministry structures or defence-related issues.
  • Proven knowledge of gender sensitive and conflict sensitive approaches and ability to implement these approaches into adaptive programming and implementation.
  • Proven experience working with NGOs and CSOs, either in Ukraine or elsewhere.
  • Effective communication skills and ability to establish good working relationships with national and local authorities, and donor partners.
  • Demonstrates proven team-working skills, specific experience of managing diverse and multi-disciplinary teams.
  • Excellent conflict resolution skills and competency.
  • Maturity and confidence in dealing with senior and high-ranking members of national and international institutions, government, and non-government.
  • A good understanding of conflict sensitivity & ‘do no harm’, and a strong commitment to safeguarding.
