The invasion of Ukraine by the military forces of Russian Federation launched on February 24, 2022 has caused severe damages to the increasingly fragile social and humanitarian situation in Ukraine, and a humanitarian disaster of a proportion not seen in Europe since 1945 is now increasingly likely to occur. While the human and -economic cost of the conflict continues to grow, the Government of Ukraine remains resilient, sustaining key government functions to ensure delivery of services for population on the move.

At the time of writing, the Government has reported that the shelling had damaged or destroyed more than 210 schools, at least 34 hospitals and more than 1,500 residential buildings, figures that continue to climb. Damage to infrastructure and total losses to gross domestic product have already reached $120 billion. Meanwhile, the government estimates that 50% of Ukrainian businesses have shut down completely, while the remaining 50% is forced to operate well below capacity.

The damage arising from the conflict generates significant amounts of debris as well as a huge number of unstable damaged buildings throughout the conflict areas. Many of these damaged buildings are posing a threat to public health through potential uncontrolled collapse. The large quantities of debris strewn in streets, open public spaces and on and plots will inhibit the safe return of residents, restart of businesses and public services.

UNDP is implementing the emergency demolition and debris management projects combined with mine action initiatives. The goal of this project is to enable the rehabilitation and reconstruction of infrastructures to support the resilient recovery of war-affected communities in Ukraine. It addresses the need to accelerate the restoration of critical public services (such as health and education), improve economic livelihood opportunities for affected communities, while, at the same time, enhancing resilience to future shocks in the country. It will be guided and informed by the government post-conflict needs assessments and will be fully aligned with relevant national and sub-national recovery plans. Beyond the immediate humanitarian and relief assistance, UNDP has initiated engagements with national and local governments to support the Ukraine government recovery efforts. Key government partners include Ministry of Interior, State Emergency Services of Ukraine (SESU) and the local governments of all targeted areas and cities impacted by the war. 

In this context, UNDP is recruiting an Engineering Analyst, who will ensure that all the prescriptions and plans are implemented in accordance with guidance provided by the Mine Action and Debris Removal Project Manager and Debris Technical Lead. The incumbent will also provide advisory and supervision to ensure quality and efficiency of the demolition and debris management works.

Duties and Responsibilities

The services will support Mine Action and Debris Removal Project providing his/her technical expertise to help plan, overview and supervise the emergency demolition and debris management works in the war-affected areas in Ukraine. The incumbent is expected to carry out the following scope of works:

  • Support selected cities and final beneficiaries (municipalities, other public bodies) to fine-tune needs assessment, establish priorities and identify the priority list for emergency demolition and debris management.
  • Ensure adherence to relevant government laws and regulations as well as selected direct administration procedures and verify compliance.
  • Contribute to preparation of operational and management guidelines for implementation of supported projects including site works reporting.
  • Provide advisory support to final beneficiaries and assess adequacy of operations.
  • Support to local communities for the preparation of related documentation, collaborate with local authorities in view of projects’ implementation.
  • Collaborate with the project team in (i) identifying unit and standard costs for typical and relevant activities, and assess cost deviations for all activities; (ii) assessing any indicators of UNDP’s suppliers performing sub-standard services and/or providing sub-standard equipment that could indicate mal practices, promptly informing Debris Technical Lead and Mine Action and Debris Removal Project Manager.
  • Ensure efficient and effective delivery of the Project activities:
    • Contribute to preparation of work implementation plans, and other related documents for timely commencement and implementation of the activities.
    • Contribute to preparation of supporting documents in line with Project objectives and tasks.
    • Liaise with respective governmental organizations to ensure the component activities are implemented in a timely and efficient manner.
    • Ensure coordination/partnership with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national level for mutually reinforcing impact.
    • Take measures to prevent and eliminate defects and make propositions on optimization
    • Supervise the site engineers who perform (daily) oversight of UNDP Contractor works. Collate the site engineer reports and feedback into daily and weekly works progress report to Debris Technical Lead and Mine Action and Debris Removal Project Manager.
    • Provide project monitoring through regular visits to the project sites, reviewing implementation progress against agreed plans and milestones.
    • Maintain close liaison with regional and local project partners, ensuring optimum participation and promoting ownership of authorities in the implementation of the Project.
    • Ensure handover of the completed works to the relevant authorities.
    • Participate in relevant meetings and share information with partners and UN agencies.
  • Contribute to preparation and implementation of the Project communications strategy and plan.
  • Support with preparation of project reports, including progress and annual reports, as well as ad-hoc technical reports.
  • Review norms, certification and other requirements (including environmental, energy efficiency) and provide technical advice in case selected projects require permissions and construction certificates, other permitting documentation, as required.
  • Contribute to the preparation of manuals and instructions/procedures documents for rayon, city- and/or oblast authorities to follow.
  • Ensure preparation of necessary technical documentation.
  • Ensure mainstreaming of gender equality considerations in the field of expertise, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles.
  • Perform other activities as requested by the Debris Technical Lead and Mine Action and Debris Removal Project Manager.

Institutional Arrangement

Under the direct supervision of Mine Action and Debris Removal Project Manager, in close collaboration with Debris and Demolition Chief Technical Advisor, Debris Technical Lead/Component Coordinator and the overall guidance from Programme Analyst (Team Leader), Environment, the service provider will provide assistance in technical support on various aspects of engineering and related technical issues to regional and local government clients and supervise the site engineers who perform (daily) oversight of UNDP Contractor works

Required Skills and Experience
 Education:
  • Master’s degree in Civil Engineering, Engineering, Architecture, Construction or related field.
  • Bachelor`s degree in combination with 2 years of qualifying experience will be given due consideration in lieu of Master`s degree.
Experience:
  • Minimum 2 years (with Bachelor’s degree) of relevant experience at the national or international level in managing civil engineering projects, demolition/debris management, reconstruction of public and private infrastructures or in other related fields.

Desirable Experience:

  • Experience in the field of technical supervision with valid certification will be considered an advantage.
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery and IDPs as well as economic and social development issues at the national and sub-national levels will be a strong advantage.
  • Experience in the field of procurement of civil works and services and familiarity with UNDP bidding procedures will be considered an advantage.

Required skill:

  • Excellent knowledge of regulations and requirements in the field of construction, demolition and debris management.
  • Sound knowledge of civil engineering and modern construction technology.
  • Excellent knowledge of technical specifications and performance schedules of construction and installation works.
  • Knowledge of procedures for quality control procedures.
  • Familiarity with national legislation in the area of construction, norms and standards of construction works, including critical infrastructures.
  • Excellent usage of computers and office software packages, including engineering design software.

Required Language(s): 

Fluency in Ukrainian and English languages.
