Chemonics International Inc., an international development consulting firm, seeks a Senior Program Development Officer/ Content for the Ukraine Confidence Building Initiative III project. This is a remote work position in Ukraine. Please indicate where you can work from and what regions you are familiar with.

Principal Duties and Responsibilities  

  • The Senior Program Development Officer (SPDO) is the primary party responsible for the development of grant activities in the field of media content, working in coordination with many other team members.  
  • Identify potential assistance recipients and work with them to design and develop grant concepts and activities, through networking and outreach, under the overall direction of the OTI country representative and deputy country representative and the supervision of the COP, and Content Development Program Manager.  
  • Proactively develop grant activities focused on the demonstration of the situation in Ukraine to the international audience, national unity and positive change targeted at Ukrainian audience. Developed activities should have a high likelihood of achieving impact and respond to the current social and political situation in Ukraine and the project objectives.
  • Prepare, present, analyze, and evaluate grant concepts, applications, and grant agreement/award documents to ensure consistency with program priorities, goals and objectives.  
  • Work, on an ongoing basis, in a fast-paced and highly variable environment, monitoring the changing socio-political climate to provide on-going strategic analysis and advice to UCBI III. 
  • Provide technical assistance to grantees, subcontractors, and potential partners as required, during the activity preparation stage and in the implementation phase in coordination with other staff.  
  • Coordinate and liaise with the Grants Managers and Procurement Managers to ensure effective grant and subcontract implementation, compliance, and procurement requirements.  
  • Use the OTI Activity Database for tracking and detailing activities, and liaise with grants management, procurement, and finance staff, and under the direction of the COP and Content Development Program Manager, ensure that grant implementation, compliance, and procurement requirements are adhered to.  
  • Evaluate activities’ progress, and coordinate with assistance recipients and other staff to prepare, review, and approve monitoring and evaluation data and final reports. 
  • Analyze Ukraine’s rapidly changing environment on an ongoing basis, and contribute to rolling assessments, under the overall direction of the OTI country representative and deputy country representative.  
  • As needs dictate, the COP or Content Development Program Manager may assign ad hoc special tasks and duties to the SPDO to ensure the overall efficient development of program activities. 

 Qualifications:  

  • Bachelor’s degree required; advanced degree preferred.  
  • Demonstrated experience managing the development of content for digital and TV platforms in Ukraine and abroad.  
  • Minimum of 10 years of experience working in media field.  
  • Ukrainian, Russian, and English fluency, with excellent presentation skills and strong ability to communicate clearly and concisely in writing in all languages.  
  • Experience in managing and implementing content developments efforts for internationally funded programs
  • Strong organizational, management, and administrative skills, preferably with respect to report writing and monitoring and evaluation.  
  • Demonstrated analytical ability and understanding of local, regional, and national political context, with the ability to think creatively in conceptualizing relevant grant activities.  
  • Proven knowledge of local and international media production organizations and organizations implementing relevant activities and programs in country, as well as key governmental actors and stakeholders, with an up-to-date understanding and knowledge of the political environment and social conditions in the country.  
  • Experience working with media organizations to implement activities like TV series development, work with bloggers, design of digital content, etc.  
  • Experience with USAID-funded projects preferred.  
  • Fluent Ukrainian and English required; proficiency in Russian strongly preferred.
