Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Heating and Winterization Specialist (Consultant)

1. Duty Station of the Consultancy: Uzhhorod, Ukraine (Homebased)

2. Duration of Consultancy: 3 months with possibility of extension

3. Nature of the consultancy: Under the overall supervision of the Chief of Mission and Emergency Coordinator, and the direct supervision of the Programme Coordinator for Housing and Shelter, Heating and Winterization Specialist (Consultant) will support the development of a winterization strategy for IDPs in Collective Centers.

4. Project Context and Scope: IOM Ukraine is developing short- and long-term housing solutions for internal displaced person affected by the ongoing crisis in Ukraine. With the next winter season approaching IOM likes to assess possible heating solutions for collective IDP centers, including the source and cost for different fuels and energy sources.

5. Category A Consultants: Tasks to be performed under this contract
6. Assess different heating approaches, including gas, pellets, heat pumps and evaluate the feasibility for the use of collective centres.
7. Design possible solutions for different centre sizes taking into consideration swift implementation, operation, and maintenance of the systems
8. For the use of pellets, assess the entire supply chain inclusive the neighbouring countries. Calculate the possible demand and develop a supply chain strategy.
9. Conduct cost benefit calculation for different heating solution
10. Identify potential local private partners with existing capacity
11. Develop a midterm strategy to guide IOM in implementing sustainable winterization approaches.
12. Advise the Programme Coordinator on the establishment of a winterization unit within the programme structure.
13. Perform such other duties as may be assigned.
14. Performance indicators for the evaluation of results

• Market assessment report
• Cost Benefit calculation for centres developed
• 5 Sample designs developed and documented
• Workshop conducted
• Strategy developed
• Overview of available heating methods developed including.
• Cost benefit efficiency calculation developed and applied to identify adequate winterization approaches for individual centres.
• Report on locally based energy and carbon effective sourcing and utilization of heating fuel drafted.
• Overview of local and regional suppliers prepared.
• Establishment of a cost monitor for heating fuel established which informs IOM on the best possible sourcing period (of the year)
• Sample designs for individual centres prepared (as pilot designs) including all necessary documentation e.g., Drawings, BoQs, ToR.
• Strategy document developed.

NOTE: The consultant will perform the tasks embedded into the shelter programme team, in very close coordination with other units within the E&S unit, but also other units within IOM Ukraine. IOM will provide mobilisation cost and travel allowances based on IOM internal regulations. 

The consultant will have access to IOM staff to conduct field research, translation and other logistical support. The consultant will have to work within the existing safety and security frameworks.

The successful candidate will be evaluated based on a) concept note addressing the tasks described within this TOR and b) cost per month.

7. Education, Experience and/or skills required

Master’s degree or equivalent in heating, ventilating and air conditioning engineer, architecture, civil engineering or a related field internationally or in Ukraine with at least four years of professional experience;

Experience in the design of large scale heating system, system analysis preferable in an humanitarian context. Familiar with diverse heating solution and fuel cycle management.

Excellent user of professional design software. Excellent drawing skills and familiarity with design software such as AutoCAD Architecture including combination of files and sections in the AutoCAD Project system;

3D space modelling, detailed design development;

Excellent knowledge of urban heating applications;

Understanding of fuel consumbtion estimation;

Knowledge of applicable codes, policies, standards, building products and best practices related to project.

8. Travel required

Yes

The consultant will be initially based in Uzhhorod, Ukraine (Home based), with frequent travels to different regions of Ukraine.
