USAID/Ukraine Public Health System Recovery and Resilience Activity will strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. This is a five-year activity started in May 2022.
Position Purpose
Procurement Officer for the USAID/Ukraine Public Health System Recovery and Resilience Activity will provide overall procurement and related operational and administrative support for the project, especially related to coordinating the procurement cycle, ensuring compliance with Pact and USAID regulations and Ukrainian legislation. Due to intensive activities within the project, there is a strong necessity for additional procurement staff to ensure the smooth and timely implementation of procurement.
RESPONSIBILITIES
Procurement Officer will be responsible for, but not limited to, the following tasks:
- Coordinate requisitions, RFQs, RFPs, and consultant search
- Conduct comparative analysis of bids received in response to RFQs/solicitations for the hiring and procuring of goods and services from independent contractors and consultants
- Organize and moderate tender committees, prepare negotiation memos, and other required documents
- Identify procurement solutions that best meet the needs and are consistent with the terms and conditions of Pact procurement policy and international best practices
- Ensure due diligence of the selection proceedings
- Coordinate event organization: manage vendors and event logistics (e.g., venue, catering, travel, speakers, etc.), negotiate with co-organizers, oversee events themselves, etc.
- Prepare purchase orders, contracts, and consultant agreements and maintain them after award, ensuring that all documents are kept up to date and complete. Confer with suppliers regarding delivery, quality, etc. to ensure that the requirements are met.
- Provide overall scheduling and follow-up with vendors/contractors/consultants
- Review the deliverables, collect and review primary accounting documentation (supporting documents, invoices, acts of acceptance, etc.), coordinate timely payment
- Update the vendor database, as well as procurement and consultant trackers on a regular basis
- Ensure accurate filing of all procurement, accounting, and finance related documents;
- Perform other duties as assigned
QUALIFICATIONS
- Bachelor’s degree and 3+ years relevant experience or equivalent combination of education and experience in Public Management, Public Policy, Finance/Economics, Law, or related field
- Minimum of 3 years in a similar position with a program supported by international donors
- Proven understanding of awards management cycle
- Good organizational skills and ability to manage a complex workload and deadlines
- Highly effective administration skills, including computing, word processing, and data management and visualization
- Excellent communication skills (both written and oral) in English and Ukrainian
Preferred qualifications
- Three or more years of experience in a similar position; experience working with international technical assistance programs supported by USAID and/or other international donors
- Strong time management and organization skills, flexibility, excellent interpersonal skills, and ability to work collaboratively on a wide range of issues
- Ability to diplomatically and patiently forge consensus between diverse stakeholders on grant-making issues
- Self-motivated and committed to Pact’s mission and values
