About the Country/Multi-Country Office
On 24 February 2022, the military of the Russian Federation invaded Ukraine, with strikes across the territory of Ukraine. Since then, Russia’s invasion imposes a severe humanitarian and socio-economic toll, global energy and food crisis, large-scale destruction of the country’s infrastructure, and disruptions in the provision of critical services and degradation of social fabrics and communities’ ties, triggering one of the world’s most significant forced displacements.
Severe attacks on energy and critical infrastructure facilities leave millions of people without electricity, water or heating supply, struggling to access water, food, health services, materials to repair homes, among others. The continued attacks cause substantial damage to the country’s economy and agricultural production, and also affect the poorest countries worldwide.
UNOPS support to partners spans the humanitarian-development nexus from emergency response to building back better, across the housing, health, education, transport, energy and mine action sectors, through infrastructure, procurement and technical assistance / project management interventions, with the ultimate aim of supporting the country on its EU accession and in its achievement of the Sustainable Development Goals.
Job Specific Context
The Ukraine & East Europe Multi-Country Office (UEMCO) operates in a complex political, institutional, and diplomatic environment. To strengthen UNOPS’ strategic positioning, support senior-level outreach, and ensure coherent engagement with national authorities and key partners, UEMCO is establishing a Liaison Specialist within the Office of the Director.
Role Purpose
The Liaison Specialist supports UEMCO’s Director in managing high-level institutional engagement across Government, Parliament, diplomatic missions, international organizations, financial institutions, and the UN system. The position enhances UNOPS’ visibility, ensures smooth senior-level communication, and supports informed decision-making through contextual insights.
Functions / Key Results Expected
A. High-Level Liaison and Government Engagement
- Maintain structured and constructive relationships with senior Government counterparts and institutions.
- Serve as a key interlocutor for institutional communication and follow-up on policy, programme, and operational matters.
- Support organization and preparation of senior-level meetings, missions, and engagements with Government ministries and agencies.
- Ensure all liaison activities reflect UNOPS protocols and maintain the organisation’s reputation and neutrality.
B. Strategic Advisory Support
- Provide contextual insights on institutional developments, public information, and political dynamics relevant to UNOPS operations.
- Advise the Director and senior management on optimal approaches for engagement with national stakeholders.
- Identify emerging risks and opportunities affecting UNOPS’ portfolio and partnerships.
C. Stakeholder Coordination
- Maintain a structured mapping of key stakeholders: Government, Parliament, diplomatic missions, UNCT, IFIs, and other partners.
- Support coordination with UN Country Team mechanisms, Results Groups, working groups, and joint initiatives.
- Coordinate closely with the Partnerships Unit on donor engagement and alignment of messaging and outreach.
D. Senior-Level Missions, Events, and Protocol
- Support planning, organization, and coordination of high-level visits, including from UNOPS senior leadership, UN delegations, donors, and senior UN representatives.
- Prepare briefing notes, talking points, agendas, background dossiers, and follow-up matrices.
- Ensure protocol, logistical arrangements, and meeting preparations are coherent and professionally delivered.
E. Documentation, Briefing and Follow-Up
- Prepare structured summaries, notes for the record, and follow-up action points from senior meetings.
- Maintain liaison documentation, correspondence, and records in UEMCO’s knowledge-management platforms.
- Ensure systematic follow-up with national counterparts and partners.
4. Collaboration Across UEMCO Functions
The Liaison Specialist will work in close alignment with:
Communications Team
- Ensure coherent messaging for external engagements.
- Support narrative development for senior briefs and stakeholder interactions.
Partnerships Unit
- Coordinate outreach to donors, IFIs, and UN partners.
- Ensure consistent messaging and alignment in meetings with external partners.
Front Office Executive Associate
- Coordinate agenda management, meeting preparation, protocol, and follow-up for the Director’s engagements.
Programme and Operations Teams
- Ensure institutional messages reflect programme priorities and operational realities.
Education Requirements
Required
- Master’s degree (or equivalent) in Public Administration, Political Science, International Relations, Business Administration, Management, Social Science, Project Management or Development Studies with 5 years of relevant experience OR
- Bachelor’s degree (or equivalent) in Public Administration, Political Science, International Relations, Business Administration, Management, Social Science, Project Management or Development Studies with 7 years of relevant experience.
Experience Requirements
Required
- Relevant experience in senior liaison, government relations, diplomacy, or institutional engagement is required.
- Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems is required.
Desired
- Experience of working in multicultural environments or UN system organizations in a developing country is desired.
